Abstract Većina gradova svijeta danas suočava se sa znatnim brojem neiskorištenih površina i objekata koje često zauzimaju atraktivne lokacije gradova i narušavaju kvalitetu života a nerijetko i ugrožavaju zdravlje stanovništva zbog različitih stupnjeva kontaminiranosti. Zbog intenzivnog rasta gradova ograničeno je slobodno građevinsko zemljište te se gradovi sve se više okreću regeneraciji brownfield površina, kreirajući različite programe i strategije za njihovu obnovu. Najrasprostranjeniju definiciju ovog pojma na području Europe predložila je radna grupa CLARINET (Contaminated Land Rehabilitation Network for Environmental Technologies) koja kaže da su brownfield-i:
zapuštena ili u potpunosti neiskorištena zemljišta; napušteni, neiskorišteni (u mirovanju) industrijski i trgovački objekti; lokacije koje imaju stvarne ili primijećene probleme zagađenja/onečišćenja; lokacije koje se nalaze uglavnom u razvijenim urbanim područjima lokacije koje zahtijevaju intervenciju da bi ih se ponovo vratilo u upotrebu. Sanacija brownfielda dugotrajan je proces koji zahtijeva interdisciplinarnost, dobru organizaciju i razumijevanje svih problema koji proizlaze iz zapuštenih područja u urbanim sredinama te uključuje razne stručnjake, agencije i članove zajednice. Jedan hipotetski tim mogao bi uključivati vodeću tvrtku ili organizaciju, voditelja projekta i asistenta voditelja projekta, lokalno i/ili državno poduzeće, inženjera zaštite okoliša, pravnika, konzultanta za zaštitu okoliša, arhitekta, krajobraznog arhitekta te izvođača radova. Koja će se metoda sanacije izabrati ovisi o stupnju, vrsti i opsegu onečišćenosti, tipu tla, vremenskom razdoblju izlaganja potencijalnom onečišćenju, budućem načinu korištenja te definiranom zakonskom okviru pojedine države o stupnju sanacije. U Hrvatskoj spore procedure i provedba zakonodavstva te loša investicijska klima otežavaju revitalizaciju brownfield lokacija, no ipak postoje uspješni primjeri.
Abstract (english) Most cities in the world today are faced with a significant number of unused areas and facilities that often occupy attractive locations of cities and impair quality of life and public health due to the different degrees of contamination. Due to intensive growth of cities, vacant land is limited and cities are increasingly turning to the regeneration of brownfields creating a variety of programs and strategies for their reuse. Most common definition of the term in Europe comes from the CLARINET group (Contaminated Land Rehabilitation Network for Environmental Technologies) that defines brownfields as sites that:have been affescted by former uses of the site and surrounding land; are derelict or uderused; have real or perceived contamination problems; are mainly in developed urban are asrequire intervention to bring them back to beneficial use Brownfield remediation is a lengthy process that requires interdisciplinary approach, good organization and understanding of all the problems arising from the neglected areas in urban areas and includes a variety of professionals, agencies and community members. One hypothetical team could include the leading company or organization, project manager and assistant project manager, local and / or state-owned agencies, environmental engineers, lawyers, environmental consultants, architects, landscape architects and contractors. Which remediation methods are chosen depends on the level, type and extent of pollution, soil type, time of exposure to potential pollution, future usage and legal framework of the country on the degree of remediation. In Croatia, slow procedures and enforcement of legislation and poor investment climate hinder the revitalization of brownfield sites, but there are some successful examples.
