This work presents the system of highway management in the Republic of Croatia, their financing, construction, maintenance and the most interesting, ownership and management. Transport infrastructure is of crucial importance for the economic and economic growth overall and development of any independent and sovereign state, so it is extremely important to manage the transport elements as part of the development unit. Highways are public roads with technical characteristics of highways with certain regulations to regulate traffic safety on roads, which have a connection function, and so the connection of the Republic of Croatia with the "rest of the world". It is not necessary to emphasize that this area in our occasions (the Republic od Croatia) is almost controversial and complete blurring knowledge of ownership and property. This discourse will be minimized and clarified through analysis of the current situation, evaluation of the infrastructure, usefulness and consumption of the subject itself. Generally, the very concept of management is an inexhaustible inspiration for discussion in the context of Croatia. The signs and tendencies of good governance are still in the transition process as well as the state itself. The shortage of personnel and the quality of recruitment of these same personnel only deepens the "crisis" of leaders and leaders in all aspects of the economic system, as well as the public good, and the highways are part of the public good, so it should be theoretically. If there is no capacity to manage something we should all benefit from, all stakeholders and consumers of that good inside and outside the state border, something that represents the day-to-day situation and image of our society, shouldn't we elaborate where the "catch" is about that?
