Abstract
Migracija se može definirati kao relativno trajni odlazak pojedinca ili grupe iz jedne geografski određene lokacije prema drugoj. Ovoj odluci prethodi dugotrajan proces odlučivanja koji je zasnovan na nekoliko čimbenika, najviše onih ekonomskih, ali i socio-psiholoških, demografskih, socijalnih i geografskih. U prošlosti su se migracije vezale uz osvajačke aktivnosti i ratove, kolonizaciju, plansko naseljavanje bogatijih područja do modernijih migracija zbog geopolitičkih promjena i potrage za poslom. Posljedice migracija mogu biti pozitivne, ali i negativne, no najviše se osjete na tržištu rada. Tako se pozitivni efekti mogu vidjeti u zemlji imigracije, a negativni u zemlji emigracije, kao što su smanjenje zaposlenosti i radom sposobnog stanovništva, kao i odljev mozgova. Kombinacija emigracije u razvijenije zemlje zajedno sa odljevom mozgova jedan je od glavnih problema država 21. stoljeća. U takvome problemu se nalazi i Republika Hrvatska, gdje se u posljednjim godinama bilježi sve veća stopa emigracije, kao i sve veća nezaposlenost. Kako bi se borila s ovim trendovima, Vlada Republike Hrvatske odlučila je napraviti određene inicijative kako bi se mlade osobe zadržale u matičnoj zemlji. Međutim, u radu je prikazano kako te inicijative nisu dovoljno dobre nego treba raditi na potpunoj preobrazbi tržišta rada.
Abstract (english)
Migration can be defined as a relatively permanent departure of an individual or group from a geographically determined location to another one. This decision is preceded by a long-term decision-making process based on several factors, mostly economic, but also socio-psychological, demographic, social and geographical factors. In the past, migrations were tied to conquering activities and wars, colonization, the planned settling of richer areas to modern day migration due caused by geopolitical changes and job search. The consequences of migration can be positive and negative, which are visible the most on the labor market. Thus, positive effects can be seen in the country of immigration, and negative in the country of emigration, such as reduction of employment and people capable for working, as well as “brain drain”. The combination of emigration in more developed countries together with brain drain is one of the major problems in the 21st century countries. Republic of Croatia has the same problem. In the last few years, the emigration rate and unemployment rate are increasing. In order to cope with these trends, the Government of the Republic of Croatia has decided to make certain initiatives to keep young people in Croatia. However, the paper shows that these initiatives are not good enough and the full transformation of the labor market should be done.
