Abstract
Agencije za kreditni rejting predstavljaju jedne od najvažnijih aktera na svjetskom financijskom tržištu. Svrha njihova poslovanja je neovisna procjena kreditne sposobnosti dužničkih vrijednosnih papira koje izdaju države i korporacije, a na temelju kojih potencijalni investitori donose investicijske odluke. U industriji kreditnog rejtinga prisutna je dominacija triju kompanija, poznatijih kao „tri američke sestre“. One zajedno čine 95% tržišta, a kreditne ocjene koje izdaju utječu na uvjete zaduživanja i prinose dužničkih instrumenata na tržištima kapitala. Agencije za kreditni rejting su privukle značajnu pozornost javnosti, nadležnih institucija i donositelja političkih odluka nakon Azijske krize te globalne financijske krize 2008. godine. Njihovim utjecajem na nastanak i razvoj financijskih i tržišnih turbulencija, dovedeno je u pitanje djelovanje agencija, ispravnost i transparentnost dodjele ocjena kreditnog rejtinga te adekvatnost javnog nadzora, kao i njihov utjecaj na financijska tržišta u budućnosti.. Ovim diplomskim radom analizirat će se funkcija agencija za kreditni rejting, metodologija procjene kreditnog rejtinga, utjecaj i odgovornost rejting agencija u nastanku financijskih kriza te postkrizna regulacija istih.
Abstract (english)
Credit Rating Agencies are one of the most important actors in the world financial market. The purpose of their business is an independent assessment of debt securities credit worthiness issued by states and corporations and based on them potential investors make investment decisions. In the credit rating industry there are three companies known as "three American's sisters" and they make 95% of the market. The credit ratings of these three agencies have a direct impact on the terms of financial borrowing and debt instruments on the capital market. Credit Rating Agencies attracted significant public attention, attention of competent institutions and political decision-makers, especially after the Asian crisis and the global financial crisis in 2008. The correctness and transparency of the credit assessment rating and the adequacy of public oversight as well as their impact on financial markets in the future were called in question by their influence on the emergence and development of financial and market turbulence. The functions of Credit Rating Agencies, the credit rating assessment methodology, the impact and accountability of rating agencies in the emergence of financial crises and post-crisis regulation of the these agencies will be analyzed through this master's thesis.
