Abstract
Grad Vinkovci smješten je u Vukovarsko-srijemskoj županiji i broji oko 35 tisuća stanovnika. Svaki grad pa tako i Vinkovci, prema Zakonu o proračunu mora donositi proračun. Rad se sastoji od 6 poglavlja koja su podijeljena u dva dijela: teorijski i analiza proračuna pomoću tablica.U prvom dijelu ovoga rada objašnjeno je što je to proračun, koje su njegove funkcije i načela te od kojih faza se sastoji proračunski ciklus te su pojašnjene faze proračunskog ciklusa. Nadalje, u radu su definirane administrativne i zakonske funkcije grada Vinkovaca, kao i ustrojstvo te povijest grada koji sam po sebi ima bogatu povijest i kulturnu baštinu. U drugom dijelu rada analiziran je proračun grada Vinkovaca kroz ekonomsku klasifikaciju prihoda i primitaka te rashoda i izdataka te kroz funkcijsku klasifikaciju rashoda pomoću tablica koje su kreirane na temelju podataka sa stranice Ministarstva financija. Cilj ovog rada je analizirati proračun Vinkovaca te na temelju toga zaključiti da li je grad u proračunskom suficitu ili deficitu.
Abstract (english)
The town of Vinkovci is located in Vukovar-Srijem County and has a population of about 35,000. Every city, including Vinkovci, must pass a budget under the Budget Act. The paper consists of 6 chapters, which are divided into two parts: theoretical and budget analysis using tables. The first part of this paper explains what a budget is, what its functions and principles are, what phase the budget cycle consists of, and what stages are explained budget cycle. Furthermore, the paper defines the administrative and legal functions of the town of Vinkovci, as well as the structure and history of the city, which in itself has a rich history and cultural heritage. The second part of the paper analyzes the budget of the City of Vinkovci through the economic classification of revenues and receipts and expenditures and expenditures, and through the functional classification of expenditures using tables created on the basis of data from the Ministry of Finance website. The aim of this paper is to analyze the budget of Vinkovci and, on that basis, to conclude whether the city is in budget surplus or deficit.
