The subject of this graduate paper is the purchase according to the public procurement procedure. The idea is to acquaint readers with key definitions, starting with procurement in general, for a better understanding and more detailed analysis of public procurement, its principles, obligors, required documentation and other components relevant to its implementation. The term public procurement means any procurement of goods, works and services by state bodies, local government units and public institutions and its implementation is regulated by the Public Procurement Act (OG 120/16), which will be used as the main source of literature in this paper. In public procurement procedures, the contracting authority is obliged to respect the principles of freedom of movement of goods, the principle of freedom of establishment and the principle of freedom to provide services in addition to the principles arising from them to ensure equal treatment of all participants and achieve efficiency of the system. The goal of public procurement is to achieve the best value for money by rationally spending budget funds as a source of funding and achieving broad goals such as combating corruption and crime, positive impact on economic development and employment, environmental protection and ultimately improving citizens' lives. After setting the theoretical framework, the procurement procedure was processed on a concrete example of the procedure carried out by the city of Pleternica as the contracting authority. The paper concludes with an analysis of the results of an online survey on the attitudes and satisfaction of the citizens of the Republic of Croatia with the implementation of public procurement.
