Abstract | U ovome radu prikazani su rezultati GEM istraživanja u Republici Hrvatskoj 2021. godine, a vezani uz individualne atribute poduzetnika i društvene vrijednosti vezane uz poduzetništvo, poduzetničku aktivnost i njezinu rasprostranjenost te poduzetničku okolinu. Rezultati istraživanja pokazuju da je Hrvatska više nepoduzetna zemlja. Ograničavajući faktori odnose se prvenstveno na poduzetničku okolinu. U Hrvatskoj poduzetničku aktivnost ograničavaju pristup novcima, vladine politike i programi tj. regulatorni okvir i organizacija javne uprave, kvaliteta formalnog obrazovanja za poduzetničke kompetencije i kvaliteta profesionalnih usluga potrebnih poduzetnicima, tranzicija istraživanja i razvoja, profesionalna i komercijalna infrastruktura, otvorenost tržišta, vezano uz barijere ulaska te kulturne i društvene norme. Značajan utjecaj na poimanje poduzetničke okoline uvjetovan je i pandemijom COVID-19, visokim stupnjem digitalizacije te prilagođavanju samom. Kvaliteta pojedinih komponenti poduzetničke okoline u Hrvatskoj znatno je niža od velikog broja uspoređivanih zemalja, pa tako i od europskog prosjeka. Otvorenost tržišta, vezano uz dinamiku promjena, i fizičku infrastrukturu potiču poduzetničku aktivnost. Osim toga, stavovi ispitanika pokazuju da su novim i rastućim poduzećima dostupne vrlo dobre bankarske usluge i kreditni izvori, kao i vladini poticaji te da postoji dovoljan broj konzultanata. Hrvatska već niz godina pokazuje iste nedostatke. Najveća prepreka napretku jest nečinjenje tj. nepoduzimanje preporučenih aktivnosti. |
Abstract (english) | This paper presents the results of the GEM survey in the Republic of Croatia in 2021., related to the individual attributes of entrepreneurs and social values related to entrepreneurship, entrepreneurial activity and its prevalence, and the entrepreneurial environment. The results of the research show that Croatia is a more enterprising country. Limiting factors relate primarily to the entrepreneurial environment. In Croatia, entrepreneurial activity is limited by access to money, government policies and programs, ie. regulatory framework and organization of public administration, quality of formal education for entrepreneurial competencies and quality of professional services needed by entrepreneurs, transition of research and development, professional and commercial infrastructure, market openness, barriers entry of that cultural and social norm. COVID-19 pandemic as well as the rising intensity of digitalization are significant factors taken into consideration. The quality of individual components of the business environment in Croatia is significantly lower than a large number of compared countries, including the European average. Market openness, related to the dynamics of change, and physical infrastructure encourage entrepreneurial activity. In addition, respondents' views show that very good banking services and credit resources, as well as government incentives, are available to new and growing companies, and that there is a sufficient number of consultants. Croatia has been showing the same shortcomings for many years. The biggest obstacle to progress is not doing, not taking the recommended activities. |
