Abstract
Kroz povijest, monetarne unije su uspostavljane kako bi se putem zajedničke integracije ostvarili željeni ekonomski ciljevi. Pri ulasku u integraciju, zemlje imaju određenu slobodu u odabiru vrste i stupnja integracije u koju žele stupiti. Cilj integracije može biti ukidanje različitih trgovinskih restrikcija, uspostava carinske unije ili usklađenje različitih politika. Ekonomska i monetarna unija je integracija karakteristična po tome što obuhvaća zemlje koje koriste istu valutu i provode istu monetarnu politiku putem zajedničke središnje banke. Najviši je oblik ekonomske integracije koje su uspostavile zemlje članice Europske unije radi lakšeg ostvarivanja zajedničkih ciljeva. Cilj ovog rada je analizirati osnovne prednosti i nedostatke monetarnih unija, karakteristike monetarnih unija, te koji su kriteriji potrebni za ostvarenje maksimalne ekonomske koristi. U radu je analiziran dosadašnji napredak u osnivanju monetarnih unija kao i kriteriji koje je potrebno zadovoljiti prilikom ulaska u iste. Za usporednu analizu koristila se europska Ekonomska i monetarna unija i Zapadnoafrička ekonomska i monetarna unija. Rezultati istraživanja ukazuju na mnogo bolju početnu poziciju stvaranja europske monetarne unije, te na veliku razliku u razvijenosti zapadnoafričke monetarne unija. Također, uočavaju se poteškoće za osnivanje monetarne unije na cijelom afričkom području s obzirom da postoje velike razlike u poslovnim ciklusima, financijskom položaju i razvijenosti infrastrukture.
Abstract (english)
Throughout history, monetary unions have been established to achieve higher economic goals through common integration. In integration, countries have some freedom to choose the type and degree of integration they wish to enter into. The goal of integration may be the elimination of trade and market restrictions, the establishment of a customs union, or the harmonization of various policies. Integration into an economic and monetary union means that countries use the same currency and follow the same monetary policy through a common central bank. It is the highest form of other economic integrations established by European Union countries to facilitate the achievement of common goals. This paper analyzes the main advantages and disadvantages of monetary unions, their characteristics, and the criteria needed to achieve maximum economic benefits. It also analyzes the current progress in creating monetary unions and the criteria that must be met to join a monetary union. The European Economic and Monetary Union and the West African Monetary Union were used for the comparative analysis. The research results show a much better starting position for the creation of the European Economic and Monetary Union and the big difference in the development of Africa. In addition, some difficulties are identified in the creation of the African Monetary Union due to significant differences in business cycles, weaker financial position and underdeveloped infrastructure.
