Abstract Trend korištenja IKT usluga u oblaku, a posebice usluga kao servisa, u proteklom je desetljeću značajno promijenio način na koji pojedinci, organizacije, ali i države koriste informacijske tehnologije. Projekt uspostave centra dijeljenih usluga (CDU) ima za cilj objediniti državnu infrastrukturu informacijsko-komunikacijskih tehnologija (IKT). Provedeno primarno istraživanje dominantno je kvantitativnog usmjerenja te ispituje stavove, percepciju i očekivanje dionika specifičnog procesa digitalne transformacije informacijskog sustava krovne državne razine, stvarajući pri tome podlogu za oblikovanje analitičkog okvira. Uz navedeni
kvantitativni fokus, istraživanje je obuhvatilo i kvalitativnu razinu, posebno vezanu uz percepciju aktualnog stanja i očekivanja od promjena uzrokovanih implementacijom CDU iz perspektive ispitanih segmenata. Rezultati istraživanja pokazali su kako se novim modelom centraliziranog dijeljenja elektroničkih usluga, prema percepciji ispitanika, kvalitetnije upravlja digitaliziranim servisima, smanjuje ukupni stupanj entropije te povećava mjera napretka i optimiziranje ukupne IKT osnovice, što je značajan kvalitativni iskorak u odnosu na postojeće stanje. Istraživanje je nadalje pokazalo kako je novi model dijeljenih usluga percipiran kao ekonomski konzistentan i tehnološki napredniji za sve obuhvaćene korisnike odnosno dionike. Ispitanici smatraju da su podaci sigurniji i dostupniji, a korisnička tijela u boljoj su interakciji putem sustava interoperabilnosti infrastrukture CDU-a. Ovaj rad pridonosi postojećoj literaturi o dijeljenim uslugama analizirajući potrebne preduvjete i komponente da centri dijeljenih usluga počnu stvarati značajnu vrijednost za građane, poslovne subjekte i društvo u cjelini. Istraživanje i interpretacija rezultata provedeni u sklopu ovog doktorskog rada trebali bi poslužiti za olakšavanje i potporu u svim koracima prema usvajanju modela i platforme CDUa u Republici Hrvatskoj, od sponzorstva na višoj razini, održivog financiranja, optimizacije osoblja, upravljanja promjenama, upravljanja i jasnih sporazuma o razini usluga, prema identifikaciji usluge, dizajnu i isporuci. Dodatno, analiza provedena u ovom doktorskom radu ukazuje kako je uloga CDU-a, uz vlastite podatkovne centre smještene na teritoriju Republike Hrvatske, ključna za rješavanje pitanja digitalne suverenosti. Zadatak upravljačkih struktura CDU-a je tražiti standardizaciju usluga u tijelima javnog sektora i pružiti dosljednost i skalabilnost ponude kako bi se potaknula učinkovitost. S druge strane, cilj čelnika tijela javnog sektora zaduženih za IKT je isporučiti tehnološke preduvjete koji će omogućiti digitalne
poslovne usluge specifične za njihova tijela. Bitno je pronaći zajednički jezik između krovne tehnološke strategije dijeljenih usluga i implementacije na razini pojedinih državnih tijela, a kako bi se to postiglo, potrebno je da se svi dionici usredotoče na zajedničku stratešku sliku te predanost rezultatima, a ne tehničkim rješenjima.

Abstract (english) The trend of using ICT services in the cloud, and especially those based on as a service principle, in the past decade has significantly changed the way in which individuals, organizations, but also countries use information technologies. The project of a shared services centre establishment (CDU) aims to unify the state infrastructure of information and communication technologies. The conducted primary research is predominantly quantitative and examines the attitudes, perceptions and expectations of the stakeholders of the specific process of digital transformation of the information system under the state level umbrella, thereby creating a basis for the formation of an analytical framework.
In addition to the mentioned quantitative focus, the research also included a qualitative level, especially related to the perception of the current situation and expectations of changes caused by the implementation of the CDU from the perspective of the surveyed segments. The results of the research showed that the new model of centralized sharing of electronic services, according to the perception of the respondents, manages digitized services better, reduces the overall degree of entropy and increases the measure of progress and optimization of the overall ICT base, which is a significant qualitative step forward compared to the current situation. The research further showed that the new model of shared services is perceived as economically consistent and technologically more advanced for all involved users or stakeholders. Respondents believe that data is safer and more accessible, and user bodies interact better through CDU's infrastructure interoperability system. This paper contributes to the existing literature on shared services by analysing the necessary prerequisites and components for shared service centres to start creating significant value for citizens, businesses and society as a whole. The research and interpretation of the results carried out as part of this doctoral thesis should serve to facilitate and support in all steps towards the adoption of the CDU model and platform in the Republic of Croatia, from sponsorship at a higher level, sustainable financing, optimization of personnel, change management, governance and clear service level agreements, according to service identification, design and delivery. In addition, the analysis carried out in this doctoral thesis indicates that the role of the CDU, along with its own data centres located on the territory of the Republic of Croatia, is crucial for solving the issue of digital sovereignty. The task of CDU management structures is to seek standardization of services across public sector bodies and to provide consistency and scalability of offer to drive efficiency. On the other hand, the goal of the heads of public sector bodies in charge of ICT is to deliver the technological prerequisites that will enable digital business services specific to their bodies. It is essential to find a common language between the top technological strategy of shared services and implementation at the level of individual government bodies, and in order to achieve this, it is necessary for all stakeholders to focus on a common strategic picture and commitment to results, rather than to technical solutions.
