Abstract Osnovno istraživačko pitanje u disertaciji je kako prevladati deficit kapaciteta za upravljanje razvojem u Hrvatskoj i kakvu bi ulogu u tom procesu trebali imati javni, gospodarski i civilni sektor te akademska zajednica.
Za razumijevanje problematike upravljanja razvojem prikazuje se teorijski okvir i pojmovno određenje upravljanja razvojem u tvrtkama i javnoj upravi. Dok je upravljanje u tvrtkama priznata znanstvena disciplina upravljanje u javnoj upravi još uvijek se „bori“ za taj status. Sličnosti između upravljanja u tvrtkama i upravljanja u javnoj upravi su očekivanja o efikasnosti procesa zadovoljavanja krajnjeg korisnika. U javnom sektoru, krajnji korisnik je građanin, koji u demokratskim društvima ima pravo na jednaku kvalitetu javne usluge. Zbog još uvijek nedovoljne povezanosti i razumijevanja definira se regionalni, ruralni, urbani, lokalni i održivi razvoj, strateško planiranje i javne politike, kao i inovativni pristupi u dizajniranju i provedbi javnih politika kao što su Triple Helix i Quadruple Helix model.
Usporedba modela strateškog planiranja i upravljanja razvojem u Sloveniji, Poljskoj i Hrvatskoj pokazala je da je Poljska u potpunosti uspostavila integrirani sustav strateškog planiranja i upravljanja razvojem, Sloveniji je to uspjelo djelomično, a Hrvatska je još uvijek bez sustava strateškog planiranja i upravljanja razvojem. Potvrda da Hrvatska ima ozbiljnih problema u upravljanju razvojem mogu se naći u indikatorima upravljanja, kao što su Svjetski indikatori upravljanja (World Governance Indicators - WGI) i Indikatori održivog upravljanja (Sustainable Governance Indicators - SGI).
Da bi se detaljnije istražio odnos i suradnja između Quadruple Helix dionika-javnog, gospodarskog i civilnog sektora i akademske zajednice u Hrvatskoj provedeno je empirijsko istraživanje strateškog planiranja na podnacionalnim razinama u Hrvatskoj. Usporedba idealnog modela suradnje Quadruple Helix dionika (Letzkowitz, Leydesdorff, 2000) i suradnje koja je ostvarena u Hrvatskoj pokazala je da je Hrvatska dosta daleko od idealnog modela.
Glavne preporuke za prevladavanje deficita kapaciteta upravljanja odnose se na nužnost pozicioniranja strateškog planiranja kao alata upravljanja razvojem i povećanje razine odgovornosti javnog sektora. Nacionalna razina treba dati zakonodavni i institucionalni okvir strateškog planiranja i upravljanja razvojem, a podnacionalna razina treba preuzeti inicijativu u primjeni inovativnih Quadruple Helix modela upravljanja kroz stvaranje platforme za aktiviranje, okupljanje i međusobnu suradnju s predstavnicima gospodarskog i civilnog sektora i akademske zajednice i njihovog aktivnog sudjelovanja u pripremi i provedbi strateških dokumenata ili u širem smislu u procesu upravljanja regionalnim i lokalnim razvojem. Nužno je čim prije pokrenuti izradu dugoročnog nacionalnog strateškog dokumenta koji će pokazati glavne pravce razvoja Hrvatske do 2050. godine. Svi Quadruple Helix dionici: javni, gospodarski i civilni sektor i akademska zajednica odgovorni su za upravljanje razvojem u Hrvatskoj. Posebnu zadaću ima akademska zajednica, jer glas znanja treba „utišati“ onaj dio „političke elite“ kojoj često nedostaje razvojne vizije, želje za doprinosom za opće dobro i sposobnosti za upravljanje razvojem na svim razinama u Hrvatskoj.
Uz uvodno i zaključno, disertacija ima pet poglavlja: Teorijski okvir i pojmovno određenje upravljanja razvojem, Upravljanje razvojem u EU, Indikatori upravljanja, Upravljanje i strateško planiranje u Hrvatskoj i Quadruple Helix model strateškog planiranja kao pretpostavka djelotvornog upravljanja razvojem u Hrvatskoj.
Abstract (english) The main research question in this dissertation is how to overcome deficit of capacity for governance development in Croatia and what role should public, economic and civil sector so as academic community have.
For understanding problematic of governance development a theoretical framework and conceptual definition of governance development in companies and public administration is shown. While governance in companies is recognized as scientific discipline, governance in public administration is still „fighting“ for this status. Similarity between governance in companies and governance in public administration are expectations about efficiency of the process of satisfying the end user. In public administration, the end user is citizen who in democratic society has the right on equal quality of public service. Because of still insufficient connection and understanding regional, rural, urban, local and sustainable development, strategic planning and public policy, so as innovative approaches in design and implementation of public policy Triple Helix and Quadruple Helix model is defined.
Comparison model of strategic planning and governance development in Slovenia, Poland and Croatia showed that Poland completely established integrated system of strategic planning and governance development. Slovenia did it partially, but Croatia is still without system of strategic planning and governance development. Confirmation that Croatia have serious problem with governance development could be found in governance indicators in World governance indicators (WGI) and Sustainable governance indicators (SGI).
To further explore relation and cooperation between Quadruple Helix participants – public, economic and civil sector so as academic community in Croatia, empirical research of strategical planning on the nationally levels in Croatia was conducted. Comparison between ideal model cooperation Quadruple Helix participants (Letzkowitz, Leydesdorff, 2000) and cooperation which is accomplished in Croatia showed that Croatia is far away from ideal model.
The main recommendations for overcoming deficit of governance capacity are related on necessary positioning strategical planning as tool for governance development and increasing level of responsibility public sector. National level should give legislative and institutional framework of strategical planning and governance development. Subnational level should take initiative in application innovative Quadruple Helix governance models trough creating platform for activating, gathering, and mutual cooperation between representatives economic and civil sector, academic community so as their active participation in preparation and implementation of strategic documents or broadly in the process of governance on regional and local development. It's necessary to start making long term national strategical document which will show the main development directions of Croatia by 2050. All Quadruple Helix participants: public, economic and civil sector and academic community are responsible for governance development in Croatia. Special task has academic community because the voice of knowledge should „calm“ that part of „political elite“ which often lack development visions, the desire to contribute to the common good and ability for governance development on all levels in Croatia.
Besides introductory and concluding, the dissertation has five chapters: Theoretical framework and conceptual definition of governance development, Governance development in Croatia, Governance indicators, Governance and strategical planning in Croatia so as Quadruple Helix model of strategical planning as a precondition for effective governance development in Croatia.
