Abstract
Nedovoljna razina osviještenosti i ekološka neučinkovitost rezultirali su globalnim zatopljenjem kojeg je čovječanstvo tek relativno nedavno postalo svjesno. Zgradarstvo, odnosno kućanstva, najveći su pojedinačni potrošač energije u Hrvatskoj i najveći korisnik električne energije u neposrednoj potrošnji. Slična je situacija u Europskoj uniji koja je, kako bi smanjila ekološki otisak svojih kućanstava postavila ciljeve koje bi svaka od država članica trebala ispuniti do 2030. godine kroz integrirane nacionalne planove. U tu svrhu, u Republici Hrvatskoj, donesena je Strategija energetskog razvoja do 2030. godine s pogledom na 2050. godinu koja kao glavne ciljeve navodi smanjenje emisije stakleničkih plinova, povećanje udjela OIE i veća energetska učinkovitost. Obzirom na visoku potrošnju u kućanstvima, donesen je Tehnički propis o racionalnoj uporabi energije i toplinskoj zaštiti u zgradama, koji je na snagu stupio 01.01.2020. a propisuje kako sve novoizgrađene kuće trebaju biti zgrade gotovo nulte energije. Obzirom na energetsku strategiju i zakonsku regulativu RH, unutar ovog rada istraženo je dali se pasivni standard gradnje kuće, kao najrašireniji i najpopularniji oblik ekološki-učinkovitog standarda gradnje u svijetu, uklapa u smjernice i ciljeve Strategije energetskog razvoja te zakonsku regulativu gradnje zgrada gotovo nulte energije (nZEB).
Abstract (english)
Insufficient awareness and environmental inefficiency have resulted in global warming that humanity has only relatively recently become aware of. Buildings, ie households, are the largest individual consumer of energy in Croatia and the largest users of electricity in direct consumption. The situation is similar in the European Union, which, in order to reduce the ecological footprint of its households, has set goals that each of the Member States should meet by 2030 through integrated national plans. Republic of Croatia has adopted the Energy Sector Strategy until 2030 with a view to 2050, which states that the main goals are to reduce greenhouse gas emissions, increase the share of RES and increase energy efficiency. Given the high consumption in households, the Technical Regulation on the rational use of energy and thermal protection in buildings was adopted, which entered into force on 01.01.2020. and prescribes that all newly built houses should be nearly zero-energy buildings. Considering the energy strategy and legislation of the Republic of Croatia, within this paper it was investigated whether the passive standard of house construction, as the most widespread and most popular form of environmentally efficient construction standard in the world, fits into the guidelines and goals of the Energy Sector Strategy. (nZEB).
