Abstract
This thesis explores the support mechanisms provided to small and medium-sized enterprises (SMEs) in the European Union (EU) and compares the SME ecosystems of two selected member states – Croatia and Finland. The research examines the historical evolution, legislative frameworks, and support strategies aimed at fostering SME growth, competitiveness, and innovation. Through a comparative analysis, the study highlights key differences and similarities between Croatia and Finland in areas such as market access, financing, innovation, and regulatory environments. The thesis also assesses the effectiveness of EU-level instruments and measures, such as the European Green Deal and Horizon Europe, in promoting sustainable development and digital transformation among SMEs. Challenges such as access to finance, regulatory burdens, and future perspectives for SMEs in the context of the EU’s green and digital transitions are also discussed. The findings provide valuable insights into how the EU can enhance support for SMEs to stimulate innovation, competitiveness, and sustainability in the evolving European market.
