Abstract Inozemne direktne investicije predstavljaju pokretač gospodarskog razvoja u zemljama u kojima se kapital ulaže. Donose kapital, novu tehnologiju, otvaraju nova tržišta, povećavaju zaposlenost. Zato sve zemlje nastoje privući inozemne investitore kako bi uložili kapital upravo u njihovu zemlju. Jedan od najvažnijih faktora prilikom donošenja odluke o tome gdje investirati je sigurnost investicije. Zemlje izložene terorističkim aktivnostima zasigurno nisu područja koja su privlačna niti prihvatljiva za inozemne investitore. Investitori se najčešće vrlo brzo povlače iz takvih zemalja i investiraju u sigurnija područja. U radu se istražio utjecaj terorizma na priljev inozemnih direktnih investicija. Za istraživanje utjecaja koristila se metoda ekonometrijske dinamičke panel analize GMM (Generalized Method of Moments) te se provelo empirijsko testiranje i procjena utjecaja terorizma na priljev inozemnih direktnih investicija. Istraživanje je provedeno na uzorku od 87 zemlje koje su grupirane prema stupnju rizika za nastanak terorističkih aktivnosti. Koristili su se podaci u razdoblju od 2001. do 2013. godine. Rezultati istraživanja potvrđuju da terorizam negativno utječe na sigurnost priljeva inozemnih direktnih investicija izabranih zemalja u kratkom i dugom roku. Time je potvrđena temeljna znanstvena hipoteza koja glasi: terorizam i terorističke aktivnosti negativno utječu na priljev inozemnih direktnih investicija. Terorizam, kroz smanjenje inozemnih direktnih investicija, negativno djeluje na gospodarsku aktivnost i gospodarski rast zemalja koje su izložene terorističkim napadima. Zbog toga one ulažu u antiterorističku sigurnost i prevenciju terorističkih napada. Unaprijed osmišljenom sigurnosnom politikom mogu se ublažiti negativne posljedice utjecaja terorizma na inozemne direktne investicije. Republika Hrvatska uključila se u borbu protiv terorizma donošenjem nacionalnih mjera prevencije i zaštite od terorističkih napada te u koordinaciji s međuinstitucionalnim i međunarodnim tijelima za borbu protiv terorizma.
Abstract (english) Foreign direct investment (FDI) represents the catalyst for economic development of the countries where the capital is being invested. FDI brings capital, new technologies, opens new markets and increases employment. Therefore, all countries seek to attract foreign investors to invest their capital exactly into their country. One of the most important factors when deciding where to invest is the security of investment. Countries that are exposed to terrorist activities are certainly not areas that are either attractive or acceptable for foreign investors. Investors are usually very quick to retreat from such countries and to invest in safer areas. This paper explores the impact of terrorism on the inflow of foreign direct investment. The method of the Econometric Analysis of Panel Data GMM (Generalized Method of Moments) was used for the impact research. In addition, the empirical testing and evaluation of the impact of terrorism on the FDI inflow was conducted. The research was conducted on a sample of 87 countries that were grouped according to the degree of risk of a terrorist attack. Data from the period of 2001 to 2013 were used. The research results confirm that terrorism adversely affects the safety of the inflow of foreign direct investment to the selected countries, in both the short- and long-term. This confirms the basic scientific hypothesis which states: terrorism and terrorist activities have a negative impact on the inflow of foreign direct investment. Terrorism, through the reduction of foreign direct investment, has a negative impact on the economic activity and economic growth of countries that are exposed to terrorist attacks. That is the reason why these countries are investing into the anti-terrorist security and prevention of terrorist attacks. The previously well-thought-out security policy can mitigate negative consequences of the impact of terrorism on the foreign direct investment. The Republic of Croatia has joined the fight against terrorism, by adopting national measures of prevention and protection against terrorist attacks and by coordination/cooperation with the inter-institutional and international counter-terrorism bodies.
