Abstract
Svrha ovog diplomskog rada naslova „Upravljanje nekretninama javnog sektora“ je teorijski i empirijski istražiti važnost gospodarenja javnim nekretninama pažnjom dobrog gospodara, što bi značilo da nekretnine budu u funkciji obavljanja poslova lokalne jedinice, te u funkciji stvaranja nove vrijednosti i veće ekonomske koristi za Republiku Hrvatsku. Diplomski rad je imao dva cilja. Prvi se ogleda u teorijskoj analizi karakteristika uspješnog upravljanja javnim nekretninama. S drugim ciljem se htjelo istražiti stanje i utvrditi problemi u upravljanja javnim nekretninama u Hrvatskoj. S obzirom na činjenicu da su javne nekretnine u Hrvatskoj veliki potencijal lokalnog gospodarskog razvitka, unapređenje u upravljanju javnim nekretninama bi očuvalo vrijednost nekretnina, a da se to dogodi lokalna jedinica treba biti dobar gospodar. Lokalna jedinica bi bila učinkovitija u upravljanju i raspolaganju nekretninama kroz uvođenje koncepta „novog javnog menadžmenta“ . Međutim, prije navedenoga trebala bi se provesti strukturne reforme u cijeloj javnoj upravi u Hrvatskoj.
Abstract (english)
The purpose of thesis with the title „Managing public real estate management“ is to theoretically and empirically analyze the importance of public property management with the attention of a good master, which means that real estate is in function of local government and create new value as well as greater economic benefits for the Republic of Croatia . The thesis has two main objectives. The first is the theoretical analyze of the characteristics of successful real estate management. Another objective was to analyze the situation and identify problems in the management of real estate in Croatia. Considering the fact that the public real estates in Croatia are the great potential of local economic development and growth, the improvements in managing public real estate could preserve the value of real estates, but for this to happen the local government should act as businessman. Local government could be more efficient in the managing and use public real estates by implemenation concept of „New public management“. However, before this should implement structural reforms across public administration in Croatia.
