Abstract
Cilj završnog rada jest analizirati problem agregiranja preferencija pojedinaca – građana – birača na primjeru parlamentarnih izbora u Republici Hrvatskoj u vremenskom periodu od 1999. do 2020. godine. U radu se postavlja početna hipoteza prema kojoj su izborni rezultati na parlamentarnim izborima iskrivljeni iskaz volje hrvatskih birača. U teorijskim dijelovima završnog rada prikazuju se argumenti razvijeni unutar literature koji se zatim primjenjuju na studiji slučaja Republike Hrvatske vezano uz realno agregiranje preferencija i eventualnu kompromitiranost uslijed apstinencije birača, sub-optimalnih informacijama i manjkavostima izbornog sustava. Istraživački dio rada nastojat će empirijski testirati valjanost postavljene hipoteze i njene argumentacije kroz niz pitanja kojima će se testirati percepciju građana oko ispravnog agregiranja njihovih preferencija u konačnim izbornim rezultatima. Anketni upitnik sadržava pitanja i tvrdnje koji testiraju stavove ispitanika vezano uz moguće razloge za apstinenciju, informiranost birača, zadovoljstvo demokracijom te jesu li njihove iskrene preferencije bile u skladu s načinom na koji su glasovali ili je prednost dana strateškom glasovanju i sl.
Abstract (english)
The primary aim of this thesis is to analyse the voter's preference aggregation problem using the example of parliamentary elections in Republic of Croatia form 1999. until 2020. Main hypothesis states that election results do not reflect voters’ preferences in a correct way. The theoretical part of this paper presents thesis argumentation based on literature which is applied to case study of voters’ preference aggregation, information inadequacy and electoral system deficiencies in Republic of Croatia. The experimental part of the paper aims to test hypotheses and its arguments by examining voters’ perceptions of preference aggregation problem and how accurately election results reflect their true preferences. Questionnaire contains questions and statements that test preference aggregation, reasons for electoral abstinence, level of political awareness and general satisfaction with democracy. Finally, research examines if citizens vote according to their preferences, or they prioritize strategic voting.
