Abstract
Plastični otpad i njegovo zbrinjavanje jedan je od velikih problema današnjice. Državna revizija pokušava se boriti protiv toga, pa su se tako sve više počele provoditi financijske revizije, revizije učinkovitosti i revizije usklađenosti u cilju kontrole zbrinjavanja plastičnog otpada. Državni revizori provode revizije na državnoj i lokalnoj razini, a nadziru subjekte odgovorne za zbrinjavanje plastičnog otpada. Svrha ovog rada je pobliže predstaviti državnu reviziju i revizije zbrinjavanja plastičnog otpada po zemljama Europe i svijeta koje su provele takve vrste državnih revizija. Cilj je podići svijest o pravilnom zbrinjavanju plastičnog otpada na svim razinama u državi jer plastični otpad utječe na čovjekovo zdravlje putem tla, vode i zraka. Metodologija koja se koristila u radu je analiza znanstvenih članaka, revizijskih izvještaja i opažanja tijekom čitanja knjiga i službenih internetskih stranica vezanih za reviziju zbrinjavanja plastičnog otpada. Može se zaključiti iz provedenih revizija, da neke zemlje uspješnije upravljaju plasičnim otpadom, dok neke u tome baš i nisu uspješne. Ovim radom očekuje se podići svijest o važnosti pravilnog zbrinjavanja plastičnog otpada na državnoj razini, te upoznavanje javnosti sa revizorskim poslovima i utjecajima na državu, okoliš i ljude.
Abstract (english)
Plastic waste and its disposal is one of the big problems today. The state audit is trying to fight against this, so financial audits, efficiency audits and compliance audits have increasingly started to be carried out in order to control the disposal of plastic waste. State auditors conduct audits at the state and local level, and supervise entities responsible for collecting plastic waste. The purpose of this work is to present the state audit and plastic waste management audits in Europe and in the world that have conducted such types of state audits. The goal is to raise awareness about the proper disposal of plastic waste at all levels in the country, because plastic waste affects human health through soil, water and air. The methodology used in the work is the analysis of scientific articles, audit reports and observations while reading books and official websites related to the audit of plastic waste disposal. It can be concluded from the conducted audits that some countries manage plastic waste more successfully, while some are not very successful in this. This work is expected to raise awareness of the importance of proper disposal of plastic waste at the state level, and to acquaint the public with audit work and the impacts on the state, the environment and people.
