Abstract
Ovaj rad precizno analizira i objašnjava sve razine opskrbnog lanca i distribucije farmaceutskih proizvoda u Republici Hrvatskoj te ih uspoređuje s ekvivalentima na razini Europske unije. Rad se prvenstveno koncentrira na dostupnost lijekova u sezonama gripe i Covida-19, a ističe probleme opskrbnog lanca vezane uz prereguliranu okolinu, kompleksne zakonske okvire i zaostale informatičke sustave javnog zdravstvenog sektora. Srž rada čini kvalitativno ispitivanje nekolicine stručnjaka iz privatnog farmaceutskog sektora koji zajedno imaju desetke godina iskustva upravo u prometu lijekova. Mišljenja ispitanih stručnjaka ističu relativno visoku razinu nezadovoljstva prvenstveno zakonskim okvirom kojim je ograničeno prometovanje lijekovima, pa tako i slabu digitalizaciju čitavog opskrbnog lanca. U usporedbi s ostalim zemljama u Europskoj uniji, stručnjaci smatraju kako je sustav u Republici Hrvatskoj nedvojbeno loš. Na samom kraju, rad ističe i potencijalne smjerove u kojima se trebaju događati promijene kako bi opskrbni lanac i distribucijska mreža bili bolji.
Abstract (english)
This thesis precisely analyses and explains all the links in the supply chain and distribution chain of pharmaceutical goods in the Republic of Croatia and compares them to their equivalents in the European Union. The thesis primarily focuses on the availability of drugs and medication during flu season and COVID-19 and brings to light the problems that are caused by an overregulated business environment, complex laws and outdated technological systems of the public health sector. The core of the thesis is a qualitative questionnaire of a few experts from the private pharmaceuticals sectors who bring together decades of industry experience. The opinions of these experts show a significant level of dissatisfaction, primarily with the legal framework which significantly restricts the trade of pharmaceutical goods, as well as a very low level of digitalization of the entire supply chain. When compared to other countries in the European Union, the experts concluded that Croatia's systems are not good. Finally, the thesis suggests different potential approaches toward bettering Croatia's pharmaceutical supply chain.
