Abstract
Javno-privatno partnerstvo predstavlja dugoročno partnerstvo između javnog i privatnog sektora koje može uključivati financiranje, projektiranje, izgradnju, upravljanje i/ili održavanje infrastrukture i/ili pružanje usluga od strane privatnog sektora, koje tradicionalno obavlja javni sektor. Ovaj model je postao popularan pristup za razvoj infrastrukture i prikladno rješenje koje omogućuje javnom i privatnom sektoru da zadovolji sve njihove potrebe. Oba partnera imaju mnoge koristi od suradnje, ali s druge strane partnerstvo uključuje i dijeljenje rizika i odgovornosti. Ovaj oblik suradnje, putem svojih kanala može osigurati priljev dodatnih sredstava iz privatnog sektora u smislu proračunskih ograničenja i smanjiti troškove u provedbi projekata. Atraktivnost za partnerstvo privatnog sektora proizlazi iz pristojbi i naknada vezanih uz iznajmljivanje i uporabu infrastrukture, pune zaposlenosti kapaciteta i maksimiziranja profitnih interesa. Troškovi projekta su visoki zbog složenog načina financiranja projekta. Polazna točka svakog projekta trebala bi biti usvajanje veće "vrijednosti za novac" svih dioničara uključenih u projektu što bi osiguralo djelotvornije i efikasnije pružanje javnih proizvoda i usluga.
Abstract (english)
A public-private partnership represents a long-term partnership between public and private sector which may involve financing, design, construction, operation and/or maintenance of infrastructure and/or provision of services by the private sector which is traditionally procured and provided by the public sector. This model have become a popular approach for infrastructure development and suitable solution that enable public and private sector to meet all their appetites. Both partners have many benefits from the cooperation, but also sharing risks and responsibilities. This form of cooperation, through their channels can ensure the inflow of additional funds from the private sector in terms of budget constraints and reduce costs in the implementation of projects. Attractiveness for private sector partnership stems from charges and fees connected with the renting and use of infrastructure, full employment of its capacity and maximizing their profit interests. Project costs are high because of the complex way of project financing. The starting point of each project should be the adoption of greater "value for money" to all stakeholders involved in the project which would ensure a more efficient and effective way of providing public products and services.
