Abstract
Neovisnost središnje banke obično se definira kao mogućnost središnje banke da kontrolira instrumente monetarne politike s ciljem ostvarenja svog mandata koji joj je zadan od strane zakonodavne vlasti te neovisnost od političkih pritisaka u vođenju monetarne politike. Ona je rezultat visokih stopa inflacije s kojima su se države borile tijekom povijesti. Iako je regulirana zakonima, protokolima i drugim pravnim aktima, neovisnost središnje banke često se dovodi u pitanje zbog implementacije nestandardnih mjera monetarne politike i proširenja njihovih nadležnosti. Međutim, financijska kriza iz 2008. godine ukazala je na nužnost suradnje središnje banke i vlade kada problemi u financijskom sektoru postanu toliko kompleksni da monetarna i fiskalna politika više nisu učinkovite u stabiliziranju ekonomije ukoliko nisu međusobno usklađene.
Abstract (english)
Central bank's independence is usually defined as central bank's ability to control monetary instruments in order to achieve their mandates set by government and not being influenced by that same government while running its monetary policy. It is a direct result of high levels of inflation which countries faced earlier in the history. Although regulated by laws, protocols and other legal acts, central bank's independence is often questioned by many, especially due to implementation of unconventional measures and expanded role of central banks. However, the 2008 crisis showed that it is necessary for the central bank to cooperate with the government when problems in the financial sector get more complexe, and neither monetary nor fiscal policy alone can be effective in stabilising the economy.
