Abstract
Aktivnosti monetarnih vlasti usmjerene prema transparentnom izvještavanju i komunikaciji kao i njihova neovisnost ključni su preduvjeti za učinkovito provođenje monetarne politike u gospodarstvu svake zemlje. Stabilnost cijena odnosno obuzdavanje rasta stope inflacije u dugom roku kao i očuvanje financijske stabilnosti predstavljaju najčešće krajnje ciljeve središnjih banaka na globalnoj razini. Postojanje asimetričnih informacija smanjuje učinkovitost poslovanja središnjih banaka, ali isto tako prevelika transparentnost monetarnih autoriteta može rezultirati preopterećenošću i zbunjenošću šire javnosti na tržištima. Globalni trend porasta značaja kvalitetnog izvještavanja središnjih banaka makroekonomskim analizama o financijskoj stabilnosti od kraja 20. i početka 21. stoljeća ne veže se samo uz razvijene zemlje, već i uz zemlje u razvoju. Promptna i kvalitetna komunikacija središnjih banaka prema široj javnosti ključan je element za sidrenje inflacijskih očekivanja zbog toga što središnja banka provođenjem monetarne politike može utjecati na zaokrete na financijskim tržištima. Također, velik broj autora koji su provodili empirijska istraživanja uočavaju veliku važnost u neovisnosti središnjih banaka čime se ostvaruju mnoge prednosti na gospodarstvo u cjelini te se ističe kako je neovisnost središnjih banaka ključna u mehanizmu putem kojeg se utječe na stabilnost cijena odnosno obuzdavanje rasta stope inflacije. S druge strane, neovisnost središnjih banaka može pridonjeti efikasnijoj koordinaciji između središnjih banaka i drugih regulatornih tijela u državi s ciljem utjecaja na financijsku stabilnost.
Abstract (english)
Monetary authorities activities aimed at transparent reporting and communication as well as their independence are key prerequisite for the effective implementation of monetary policy in each country's economy. Price stability or preventing the rise in inflation over the long term as well as maintaining financial stability are the most common objectives of central banks on global level. The existence of asymetric information diminishes the efficiency of central bank operations but also too much transparency of monetary authorities may result in overload and confusion of the general public in the financial and other markets. The global upward trend in the importance of high-quality central bank reporting to macroeconomic analyzes of financial stability since the late 20th and early 21st centuries has been linked not only to developed but also to developing countries. Prompt and high-quality communication by central banks to the general public is a key element in anchoring inflation expectations because the implementation of monetary policy by the central bank can influence turnarounds in the financial markets. Also, a large number of author have conducted researches about the importance of central bank independence, which has many benefits for the economy as a whole and emphasizes that central bank independence is crucial in the mechanism through which price stability and curbing inflation rates are curbed. On the other hand, central bank independence can contribute to more effective coordination between central banks and other regulatory institutions in the country to influence financial stability.
