Abstract
Infrastrukturni projekti u pravilu su skupi i zahtijevaju dulje trajanje provedbe, a za svaki projekt nužno je pronaći odgovarajući način financiranja. Model financiranja takvih projekata javno-privatnim partnerstvom predstavlja važan alat za vlade koje nastoje proširiti i poboljšati infrastrukturu i pružanje javnih usluga za svoje građane te može pomoći u jačanju gospodarskog rasta i smanjenju siromaštva. Suradnja javnog i privatnog sektora može donijeti brojne koristi za sve uključene strane, uz racionalnu podjelu rizika i odgovornosti. U radu se iznose temeljne odrednice financiranja infrastrukturnih projekata ovim modelom i analizira njegova primjenjivost na konkretnim slučajevima u praksi zemalja Europske unije. Komparativnom analizom tržišta javno-privatnog partnerstva Republike Hrvatske i drugih zemalja Europske unije te metodom studije slučaja, pokazalo se da je temelj kvalitetne pripreme i uspješne provedbe projekata javno-privatnog partnerstva optimalna raspodjela rizika među partnerima.
Abstract (english)
Infrastructure projects are generally expensive and require a longer implementation time, and for each project it is necessary to find the appropriate financing method. The public-private partnership financing model is an important tool for governments seeking to expand and improve infrastructure and provide public services to their citizens, and can help boost economic growth and reduce poverty. Public and private sector cooperation can bring a number of benefits to all involved parties, with a rational division of risk and responsibilities. This paper presents the fundamental determinants of financing infrastructure projects with this model and analyzes its applicability in specific cases in the practice of the EU countries. The comparative analysis of the Croatian public-private partnership market and markets of other EU countries, and the method of case study showed that the basis of quality preparation and successful implementation of public-private partnerships is the optimal distribution of risk among partners.
