Abstract
Zelene obveznice su ključan financijski instrument za financiranje ekološki održivih projekata. Izdavanje zelenih obveznica određeno je načelima zelenih obveznica. Objava načela zelenih obveznica dovela je do povećanja povjerenja investitora u zelene obveznice, što je potaknulo povećanje potražnje za zelenim obveznicama. Zelenom sekuritizacijom tržište se prilagodilo povećanoj potražnji za zelenim obveznicama, što je pridonijelo razvoju europskog i globalnog tržišta zelenih obveznica. Ključnu ulogu u reguliranju i poticanju razvoja tržišta zelenih obveznica ima država, koja vlastitim izdanjem zelenih obveznica može utjecati na povećanje baze investitora. Država podupire i razvojne banke pri izdavanju zelenih obveznica, a posebno je značajna uloga njemačke razvojne banke KfW koja mobilizira visoke iznose povoljnih sredstava te ih posredstvom poslovnih banaka plasira u zelene projekte diljem Europske unije.
Abstract (english)
Green bonds are key instruments for financing ecosustainable projects. The issuance of a green bond is aligned with the green bond principles. The green bond principles are voluntary guidelines that investor confidence and increased demand for green bonds. The increased demand was met by green securitisation, supporting the development of European and global green bond market. Government has a key role in regulating and supporting the development of green bond market, and it can also broaden the investor base through sovereign green bond issues. Government suppports green bond issues by the national development banks. German development bank plays especially important role in mobilizing high amounts of low-cost funds and providing loans via commercial or local saving banks for financing green projects across European Union.
