Abstract
Pristupanje europodručju jedan je od strateških ciljeva Vlade Republike Hrvatske i obveza koju je Hrvatska preuzela pristupanjem Europskoj uniji. Kako bi ostvarila pravo na uvođenje eura kao službene nacionalne valute, Hrvatska se obvezala poduzeti nužne ekonomske prilagodbe koje će je približiti zemljama europodručja. U skladu s navedenim, pitanje kada će Hrvatska pristupiti europodručju nije predmet političke odluke nacionalne vlasti već će ono ovisiti o tempu konvergencije hrvatskog gospodarstva prema zemljama europodručja i uspjehu u ispunjavanju zadanih ekonomskih kriterija. Uvođenje eura donosi brojne koristi, ali istovremeno generira i određene troškove. Koncem 2017. godine, Vlada Republike Hrvatske u suradnji sa Hrvatskom narodnom bankom donijela je Strategiju za uvođenje eura kao službene valute u Hrvatskoj (“Eurostrategija”) prema kojoj su očekivane koristi od uvođenja eura veće i trajnije od troškova koji su relativno niski i jednokratni. U svrhu ocjene potonje tvrdnje, u radu je provedena analiza ekonomskih koristi i troškova čiju realizaciju Hrvatska može očekivati po pristupanju europodručju.
Abstract (english)
Accession to the Eurozone is one of the strategic goals of the Government of the Republic of Croatia and the commitment Croatia has made by joining the European Union. In order to exercise the right to adopt the euro as the official national currency, Croatia has undertaken to make the necessary economic adjustments that will bring it closer to the euro area countries. Accordingly, the question of when Croatia will join the euro area is not subject to political decision by the Croatian authorities, but will depend on the pace of convergence of the Croatian economy towards the euro area countries and success in meeting the set economic criteria. The introduction of the euro brings many benefits but also generates certain costs. At the end of 2017, the Government of the Republic of Croatia, in cooperation with the Croatian National Bank, adopted Strategy for the Adoption of the Euro in the Republic of Croatia (the "Eurostrategy"), according to which the expected benefits of introducing the euro are greater and more lasting than costs that are relatively low and one-off. For the purpose of evaluating the latter claim, the thesis analyzes the economic benefits and costs that Croatia can expect to gain upon accession to the euro area.
