As a key aspect of each country's economy, the health system aims to protect, promote and preserve health. Financing and organizing the health care system in the Republic of Croatia is in the center of public interest due to the growing growth of health care spending. The allocations of individual countries to health services are an indicator of economic development, as well as the health system. There are different health systems within the EU, but they all face the same difficulties such as the cost of innovative technologies and medicines, the demographic aging of the population more exposed to chronic diseases, the unequal distribution of health workers and their shortage in certain areas of care. Financing of health systems is carried out through three models of social security, namely the Bismarck model, the Beveridge model and the market model. In the Republic of Croatia, the health care system is financed from Bismarck's model, which is based on social insurance, ie contributions that citizens deduct from their salaries, and Beveridge's model, which is based on budget revenues. Financing of health care in Croatia is carried out by the Croatian Health Insurance Institute (HZZO), the City of Zagreb, counties and beneficiaries by paying costs according to uniform regulations for services rendered. The primary role of the HZZO is to manage the funds that citizens collect for health care.
