Abstract
Stvaranje Afričke monetarne unije i uvođenje jedinstvene afričke valute u Sporazumu u Abuji navodi se kao krajnji cilj afričkog regionalnog integriranja koje se u Africi smatra pokretačem ekonomskog i socijalnog razvoja, trgovine i konkurentnosti. Temelje buduće kontinentalne integracije predstavlja postojećih osam afričkih regionalnih ekonomskih integracija, no njihovo integriranje ne odvija se jednakom brzinom. Na putu do dublje ekonomske integracije Afrika se suočava s mnogim izazovima poput niske intraregionalne trgovine, slabe financijske integracije, nerazvijene infrastrukture i velikih razlika između afričkih zemalja. Cilj ovog rada je predstaviti koristi i troškove monetarnog integriranja uz osvrt na teoriju optimalnog valutnog područja, sagledati dosadašnji napredak u regionalnom ekonomskom integriranju te postavljene temelje za kontinentalnu integraciju na području Afrike, analizirati ispunjavanje preduvjeta uspješne monetarne unije i kriterija konvergencije od strane afričkih zemalja te definirati specifične izazove u regionalnom integriranju Afrike. Očekivani doprinos rada uključuje istraživanje i sistematizaciju dosadašnjih postignuća na području ekonomske i monetarne integracije Afrike koja čine temelj formiranja Afričke monetarne unije. Dodatno, očekivani doprinos rada očituje se u iznošenju spoznaja o spremnosti zemalja Afrike na formiranje kontinentalne monetarne unije dobivenih analizom odabranih kriterija ekonomske integracije i makroekonomske konvergencije u Africi.
Abstract (english)
In the Abuja Treaty establishment of the African monetary union and introducing a single african currency stands for an ultimative objective of african regional integration which for Africa represents a key driver of economic and social development, trade and competitiveness. The existing eight regional economic communities in Africa represent building blocs for the future continental monetary union, but their integration isn't progressing at the same pace. Aiming to achieve deeper economic integration, Africa is facing many challenges which include low intensity of intraregional trade, weak financial integration, poor infrastructure and significant heterogenity between african countries. This paper aims to: present costs and benefits of monetary integration with special attention to the theory of optimum currency area, analyse progress made in african economic integration and foundations made for the future continental integration, analyse prerequisites for forming a successful monetary union and convergence criteria being met by african countries and define special challenges Africa is facing in regional integration. The contribution of this paper is twofold. First, it includes research and systematization of accomplishments made so far in the pursuit of economic and monetary integration in Africa. Furthermore, it gives insights about suitability of african countries to step into monetary union based on analysis of economic integration and convergence criteria.
