Abstract
U ovom diplomskom radu analiziraju se ciljevi i ishodi aktivnih politika tržišta rada i vrednuje njihova učinkovitost u Švedskoj. Opisuje se ciljeve i ulogu aktivne politike te se uspoređuje pristupe i ishode vrednovanja. Prikazuje se povijesni razvoj švedskog ekonomskog modela baziranog na Rehn-Meiderovom modelu i kretanja tržišta rada od 1960-ih godina. Za vremenski period od 2000. do 2020. procjenom modela višestruke linearne regresije analiziraju se učinci provedbe aktivne politike tržišta rada na pokazatelje tržišta rada u Švedskoj te se određuje smjer i snaga njihovog utjecaja na stopu zaposlenosti, nezaposlenosti i sudjelovanja u radnoj snazi. Utvrđuje se da postoji povezanost intenzivnosti provedbe aktivnih politika i ishoda na tržištu rada. Najznačajniji utjecaj na zaposlenost pokazuju mjere usmjerene na povećanje ljudskog kapitala i poticanje samozapošljavanja, a smanjenju nezaposlenosti doprinosi posredovanje i savjetovanje na tržištu rada te veći stupanj sindikaliziranosti.
Abstract (english)
This thesis analyzes the goals and outcomes of active labor market policies and evaluates their effectiveness in Sweden. The goals and role of active policy are described and evaluation approaches and outcomes are compared. The historical development of the Swedish economic model based on the Rehn-Meider model and labor market movements since the 1960s are shown. For the time period from 2000 to 2020, the effects of the implementation of the active labor policy on labor market indicators in Sweden are analyzed by estimating the multiple linear regression model, and the direction and strength of their influence on the rate of employment rate, unemployment rate and participation in the labor force is determined. It is established that there is a connection between the intensity of the implementation of active policies and outcomes on the labor market. The most significant impact on employment is shown by measures aimed at increasing human capital and encouraging self-employment, while mediation and counseling on the labor market and a greater degree of unionization contribute to the reduction of unemployment.
