Considering importance of public administration and its activities, this paper tries to give a more detailed picture of the elements of public administration and its characteristics, as well as importance of the bookkeeping program and its functions in it. A number of laws and other legal acts play a major role in its operation, because a functional public authority is the basis for the development of the economy, which includes the development of companies and is a prerequisite for quality services to citizens. The connection of the public administration is important in the communication between the central government, ministries, budget users, organizations, companies and citizens and this requires a high-quality and reliable information system. The area of public administration includes state administration bodies, legal entities with public powers in the Republic of Croatia and local and regional self-government units. Starting from research on the development of the accounting information system, its characteristics, and on the development of information technology, the goal is to show the impact of technology on business improvement. This paper shows how the computer program of Libusoft CICOM d.o.o. works. It describes a brief history of the observed company, as well as the software solutions and services it offers to its clients. Through a detailed presentation is explained the purpose and the goal of the application in connection with public administration and citizens. The functionality of the bookkeeping program is explained in the applications related to budget accounting, eAccount, account balances and Communal information system (KOMIS). The advantages and disadvantages of the observed programs are shown in addition to the stated program application procedure.
