Abstract
Pojam nisko – ugljična strategija razvoja (LEDS) nastao je na Okvirnoj konvenciji UN o promjeni klime (UNFCCC) u 2008. godini. LEDS se koristi za opisivanje dugoročnih nacionalnih gospodarskih razvojnih planova ili strategija koje obuhvaćaju niske emisije i gospodarski rast otporan na klimatske promjene. U radu je definirana uloga strategije LEDS, elementi izrade i sam proces izrade. Razmotrene su međunarodne klimatske politike, odgovarajuće mjere ublažavanja klimatskih promjena i posljedica, te LEDS kao alat za tranziciju k održivom razvoju. Dan je pregled postojećih projekcija za analizu scenarija emisija stakleničkih plinova, te identificirane su potencijalne mogućnosti za smanjenje emisija stakleničkih plinova u ključnim sektorima. Prikazane su neke od postojećih strategija nisko – ugljičnog razvoja u svijetu, EU te Hrvatskoj.
Abstract (english)
The term low - carbon development strategies (LEDS) was developed on the UN Framework Convention on Climate Change (UNFCCC) in 2008. LEDS used to describe a long-term national economic development plans or strategies that include low emissions and economic growth resistant to climate change. The paper defines the role strategies LEDS, of creation and the process of making. Also are considered international climate policy, appropriate measures to mitigate climate change and consequences, and LEDS as a tool for the transition to sustainable development. An overview of existing projections for the analysis of scenarios of greenhouse gas emissions, and identified potential opportunities to reduce greenhouse gas emissions in key sectors. Lastly are shown some of the existing strategies of low - carbon development in the world, EU and Croatia.
