Abstract
Iskustva razvijenih zemalja, koje su s uspjehom provele programe korištenja biomase za proizvodnju energije i u kojima je udio biomase u ukupnoj proizvodnji energije znatan, pokazuju da je potrebno razraditi cjeloviti sustav korištenja biomase. Sastavni dijelovi takvog sustava su zakonodavno okruženje, organizacija i način sudjelovanja instituacija i ustanova, definirani ciljevi i jasna strategija, definiranje nosilaca pojedinih aktivnosti, analiza svih gospodarstvenih čimbenika te identifikacija i provedba potrebnih poticajnih mjera, Ovdje se definiraju osnovne postavke budućeg hrvatskog sustava energetske uporabe biomase, koji iako se temelji na iskustvima i rezultatima razvijenih zemalja, u obzir uzima sve socijalne, gospodarstvene i ostale hrvatske osobitosti. U ovom se radu koriste višegodišnji rezultati Nacionalnog energetskog programa BIOEN (Program korištenja energije biomase i otpada), a konzultirana je i većina hrvatskih stručnjaka na ovom području.
Abstract (english)
Developed countries experiences, which successfully conducted biomass use programmes and with significant share of biomass in total energy supply show that a complex and detailed national framework is crucial. Basic parts of that framework are legislation, organization of different institutions participation, defined aims, clear strategy and leaders of each activity, economical aspects and factors analysis as well as stimulating measures definition and implementation. This thesis deals with basic features of future national framework for bioenergy use in Croatia, based on experiences and results of developed countries, but taking into account all Croatian social, economical and other characteristics. An integral part of the thesis are three years results of the BIOEN National Energy Programme (Biomass and Waste Use Programme) and most of the Croatian experts and scientists in this field were consulted.
