This final paper describes in detail a development and elaborates investment models for access part of electronic network which enables end user connectivity to telecommunication’s systems regardless of end user location. Analyzing data collected from regulatory-administrative and business segments which influence investments into access networks of next generation, including data from areas such as market and services development, business logic of infrastructure investments’ initiators and consideration of business case, key questions were answered (where, how and when to invest) and investement models were rated based on the this investigation. Principles of investing into access networks of next generation can be divided in two models. First model is related to building of access networks of next generation in urban areas, where end users are heavily interested in using multimedia services on high speeds bandwidth and have sufficient financial resources, which is pre-condition to build access networks of next generation based on the optical infrastructure. Urban areas for their fast return on investment are of much interest to the private capital investers into inftrastructure. Second model is building of access networks of next generation in rural, scarcely populated areas of Republic of Croatia. In these areas end users are naturally also interested in accessing content via broadband services, but as the area is scarcely populated, major investments into infrastructure are required with slow return on investment. Solution is to find a cost optimal business case which includes using of subsidies provided either by European Commision or Republic of Croatia.
