Abstract
Elektroenergetski sustavi razvijenih zemalja danas se susreću s potpuno novim zadacima, ponajviše s prihvaćanjem novim distribuiranih izvora energije, porastom potrošnje, elektrifikacijom, sigurnošću sustava i klimatskim promjenama. Pametne mreže nude rješenja u nadolazećim zahtjevima pomoću omogućavanja dvosmjernog toka struje i informacija između opskrbljivača i potrošača. Pametne mreže mogu znatno olakšati nadolazeće promjene, ali zahtijevaju mnoge financijsku, regulacijske i tehničke prilagodbe. Politike pametnih mreža uključuju nove generacije regulacija, financijskih modela, regulatornih okvira, zaštite privatnosti, podrške obnovljivih izvora energija, raznih tarifnih modela i sl. U ovom radu prikaz je pregled pametnih mreža i njihovih tehnologija zajedno s opisom implementacija diljem svijeta. Napravljena je PESTLE analiza na trenutnom stanju elektroenergetskog sustava i energetskog tržišta Hrvatske i Primorsko – goranske županije. U radu su predložene politike pametnih mreža za Primorsko – goransku županiju.
Abstract (english)
Nowadays, developed countries' power systems face entirely new tasks, namely the acceptance of new distributed energy sources, increased consumption, electrification, system security, and the dangers of climate change. Smart grids offer a solution for upcoming challenges as they enable a two-way electricity and communication flow between suppliers and consumers. They can help overcome new challenges but still require many financial, regulatory, and technical adjustments. Smart grid policies include new generations of regulations, financial models, regulatory frameworks, data security and privacy policies, support for introducing renewable energy sources, various tariff policies, etc. In this thesis an overview of smart grids and technologies was presented along with descriptions of smart grid implementations worldwide. The current energy market and power grid situation in Croatia was introduced with PESTLE analysis, and several smart grid policies have been proposed for Primorje – Gorski kotar County in Croatia.
