Abstract
Neoliberalne politike jedan su od glavnih čimbenika ekonomskih, političkih i društvenih struktura današnjice, a njihov utjecaj prisutan je i u obrazovnom sektoru. U visokom obrazovanju, neoliberalne politike očituju se u komodifikaciji i komercijalizaciji obrazovnih usluga, korporativnim i tržišno vođenim pristupima, te fokusu institucija na međunarodnoj prepoznatljivosti. Rad istražuje prisutnost i utjecaj neoliberalnih politika u sustavu javnog visokog obrazovanja u Republici Hrvatskoj. Kvalitativna analiza dokumenata provedena je prvo na nacionalnom planu razvoja obrazovnog sustava, a zatim na pet sveučilišnih strateških planova kako bi se utvrdila zastupljenost i distribucija neoliberalnih politika. Rezultati ukazuju na pomak visokoobrazovnog sustava prema usklađivanju s tržišnim zahtjevima, osiguravanju financiranja kroz strateška javno-privatna partnerstva, te pozicioniranju sveučilišta u međunarodnom visokoobrazovnom kontekstu.
Abstract (english)
Neoliberal policies have profoundly reshaped the educational landscape. In the context of higher education, this is demonstrated in the commodification and commercialization of educational services, adoption of corporate and market-driven approaches, and the institutional focus on achieving international recognition. This paper investigates the presence and impact of neoliberal policies within the public higher education system in the Republic of Croatia. Quantitative document analysis was conducted on national and institutional strategic plans in order to establish the extent and distribution of neoliberal policy adoption. The findings reveal a high level of alignment with market demands, tendency towards strategic public-private partnerships, and efforts to enhance competitiveness and prominence within the international higher education landscape.
