Abstract
Koncepcije upravljanja sigurnošću u zračnom prometu koreliraju s tehnologijskim, a posebno informatizacijskim razvojem, te se ovisno o kontekstu razvoja na nacionalnoj, korporativnoj i profesionalnoj razini mogu temeljiti na reaktivnom, proaktivnom i prediktivnom pristupu problematici sigurnosti. Sustav upravljanja sigurnošću (SMS) zračnog prometa inovativna je koncepcija proaktivnog upravljanja u zrakoplovstvu, koja se temelji na mjerenju, praćenju i optimiranju pokazatelja performansi cjelokupnog sustava i odvijanja procedura. Za razliku od reaktivnog pristupa upravljanja sigurnošću, zasnovanom na analizi okolnosti nesreća i ozbiljnih nezgoda zrakoplova, proaktivni pristup upravljanja sigurnošću podrazumijeva razmjenu sigurnosno relevantnih podataka, informacija, izvještaja i nalaza u latentnim pojavnim oblicima, slijedom kojih se mogu identificirati potencijalne opasnosti, te procijeniti i kontrolirati (smanjiti) rizike događanja nezgoda i nesreća. Implementacija sigurnosnih standarda te uspostava sustava upravljanja sigurnošću nije samo pitanje volje, već i raspoloživih administrativnih, financijskih i kadrovskih resursa u zrakoplovnoj operativi. U tom smislu iznesena je metodologija definiranja indikatora performansi sigurnosti te analiza postojećeg sustava mjerenja sigurnosne učinkovitosti u segmentima zrakoplovne operative. Rad se fokusira na analizu statusa sigurnosti europskog zračnog prometa u kontekstu nove sigurnosne regulative, na temelju koje se očekuje, na teorijskoj osnovi, identifikacija potrebnih institucionalno-administrativnih, tehnologijskih i operativnih sadržaja unaprjeđenja sustava sigurnosti zračnog prometa.
Abstract (english)
Safety management concepts in air traffic are correlated with technological and especially with IT development, and depending on the context of development at the national, corporate and professional level, they can be based on a reactive, proactive and predictive approach to safety issues. The Safety Management System (SMS) in air traffic is an innovative concept of proactive management in aviation, based on measuring, monitoring and optimizing performance indicators of the entire system and performed procedures. A proactive safety management approach implies the exchange of safety-relevant data, information, reports, and findings in latent occurrences, which can identify potential dangers/hazards, and evaluate and control (reduce) the risks of incidents and accidents. The implementation of safety standards and the establishment of safety management system is not only a matter of will but also the available administrative, financial and human resources in aviation operations. In this regard, the emphasis is on the methodology of defining safety performance indicators and on the analysis of the existing safety performance measurement system in the aviation operating segments. The paper is focused on the analysis of the European air traffic safety status in the context of new safety regulations, of which it is expected to identify, on a theoretical basis, the necessary institutional, administrative, technological and operational aspects of air traffic safety improvement.
