Traffic policy guidelines to the total traffic sector as well as that part of the traffic policy that makes legislative regulations for rail transport are striving for a sustainable and environmentally conscious transport system on the one hand, and a direct impact on the organization of the rail system in the European Union. Rail freight transport is fully liberalized in the territory of the European Union. Our rail system is based on the structural separation principle in which market body regulator is independent, and acording to its mode of operation, it is also a regulator in other areas. The regulatory body carries out the function of supervising the cooperation, that is, monitoring the implementation of the items of the document on the Network Statement. Maritime traffic is a massive carrier, and another mode that can compete with it is rail traffic. To transport their goods Kutinska Petrokemija d.d. uses both modes of transport. Commodity exchange between these two modes of transport is carried out at the ports of Šibenik. The port terminals and loading / unloading sites in Petrokemija will be presented in the thesis. Railway cargo service is performed by a leading carrier in the Republic of Croatia, HŢ Cargo d.o.o. Particular attention will be paid to the method of calculation and the amount of transport charges and fees for rail services on the route between Šibenik and Kutina and vice versa.
