Abstract S porastom zračnog prometa rastu i rizici za njegovu sigurnost. Kako bi sistem zračnog prometa mogao i dalje služiti putnicima i omogućavati im prijevoz, potrebno je uspostaviti određene standarde sigurnosti u tu svrhu. Stoga je uspostavljen sustav upravljanja sigurnošću (Safety Management System – SMS) koji predstavlja sustavan pristup upravljanju sigurnošću te koji obuhvaća potrebnu organizacijsku strukturu, odgovornost, strategiju upravljanja i postupke. Njegova glavna zadaća u operativi zračnog prijevoza je usvajanje sigurnosnih normativa i programa, koji obuhvaćaju mehanizme nadzora, provjere i kontinuiranog unaprjeđenja sigurnosti, a njegova je važnost prepoznata na svim nacionalnim razinama, a ponajviše na međunarodnoj razini. SMS predstavlja strategije upravljanja uzrocima nesreća temeljene na kombinaciji retroaktivnog istraživanja manjih incidenata i proaktivnim istraživanjem nepravilnosti u svakodnevnim operacijama. Svaki SMS mora se sastojati od politika i ciljeva sigurnosti, upravljanja rizicima sigurnosti, sustava osiguranja sigurnosti i promocije sigurnosti, a čini ga organizacijska struktura, sustav prikupljanja podataka i korporativna strategija sigurnosti. Pravilnom i kvalitetnom implementacijom takvog sustava omogućuje se siguran protok zračnom lukom i putovanje zrakoplovom. Takav je sustav implementirala i Zračna luka Dubrovnik, u svrhu osiguranja sigurnosti u svom poslovanju. SMS se u Zračnoj luci Dubrovnik provodi putem računalnog sustava „MIA“. Unatoč zadovoljavajućoj razini implementacije SMS-a u Zračnoj luci Dubrovnik, uvijek postoji prostor za poboljšanje i napredak te efektivnije provođenje i uspostavljenje adekvatne razine sigurnosti. Za kvalitetniju implementaciju SMS-a predlažu se efektivnije korištenje računalnog sustava „MIA“ i intenzivnije provođenje obuke djelatnika. Ažurno i efektivno korištenje računalnog sustava „MIA“, kao alata koji može biti vrlo koristan u situacijama kada je potrebno promptno reagirati, ključno je za kvalitetan SMS. Međutim, računalni sustav „MIA“ može ostvariti svoju svrhu samo ako ga se pravilno koristi. Također, potrebno je intenzivnije provođenje obuke djelatnika zaduženih za poslove sigurnosti. Usvajanjem navedenih prijedloga Zračna luka Dubrovnik postigla bi naprednije korištenje SMS-a, a samim time i unaprjeđenje sigurnosti.
Abstract (english) The increase of the risks for the airport safety follows the increase of the airport traffic. In order for airport traffic to continue serving to its passengers, it is necessary to establish and adopt the safety standards. Due to that, the safety management system has been established (SMS). SMS is a continuous system offering the approach to the safety management, encompassing required organizational structure, responsibility, management strategy and relevant procedures. Its task is to adopt safety normative and programs, which contain different elements such as mechanisms of audits, checks and continuous improvement of safety. Its importance has been recognized at all national levels, as well as on international. In general, SMS presents different strategies for managing risks of airport accidents, and it is based on the combination of retroactive research on smaller incidents and proactive research on everyday irregularities. Every SMS must contain policy, safety risk management, safety promotion and safety assurance. The proper and quality implementation of such SMS enables a safe airport flow and transfer. Accordingly, such system has also been implemented by the Dubrovnik Airport, with the aim to secure safety in its business operations. SMS of the Dubrovnik Airport is mostly operated through the computer system called “MIA”. Even though the implementation of SMS at Dubrovnik Airport is at high level, there is always a space for improvements and more effective use of SMS, as well as for ensuring higher level of safety. For SMS of a better quality, it is recommended for Dubrovnik Airport to improve the use of the computer system “MIA” and to train its employees more intensively. Prompt and effective use of the computer system “MIA”, as a tool which can indeed be very useful in situations when prompt responding to a safety issue is required, is a key element of the SMS of a high quality. However, the main purpose and aim of the computer system “MIA” may be achieved only if adequately used. Likewise, the more intense training of employees employed in the safety areas is crucial. By adopting the aforementioned recommendations, Dubrovnik Airport would achieve improved and advanced use of the SMS, and by that the improvement of safety in general.
