Abstract
Benchmarking je proces koji se sastoji od definiranja problema, prikupljanja podataka, analiza prikupljenih podataka, odluke o najboljem rješenju i primjene rješenja te nam na temelju usporedbe s drugim poduzećima pruža mogućnost učenja i usavršavanja. Svaki upravitelj infrastrukture sam izrađuje model izračuna pristojbe koji mora omogućiti podmirenje određene razine troškova izgradnje i održavanja infrastrukture i vođenja prometa. Za rješenje ovog problema istraženi su i analizirani modeli izračuna pristojbi za šest zemalja srednje Europe. Analizirane su vrijednosti pristojbi za Republiku Hrvatsku, Republiku Austriju, Republiku Sloveniju, Republiku Slovačku, Republiku Češku i Republiku Mađarsku. Dobiveni rezultati omogućuju uvid u različite modele naplate ostalih upravitelja infrastrukture te mogu služiti za formiranje novog prikladnijeg modela naplate željezničkih pristojbi.
Abstract (english)
Benchmarking is a process that consists of: defining problems, data collection, data analysis, decision on the best solution and application of the solution. Companies can then compare the results with each other which in return gives an opportunity to learn and train. Each infrastructure manager establishes a model of calculating taxes, which allows manageable a certain level of costs of building and maintaining the infrastructure and traffic management. To find a solution to this problem we have been investigating and analyzing calculation charge models in six countries of Central Europe. We analyzed the value of fees in the Republic of Croatia, the Republic of Austria, the Republic of Slovenia, the Slovak Republic, the Czech Republic and the Republic of Hungary, respectively. The results provide an insight into the different billing models of other infrastructure managers and may serve to form a new more appropriate model of railway collection fees.
