The organization of passenger traffic in railway transport is defined by technological solutions dependent on the optimization of infrastructure utilization. The development of a model based on the variable time components of the minimum tracking interval and the classification of trains according to the time characteristics of the journey as a result optimize the utilization of infrastructure. Research on the optimization of the railway network and passenger traffic and the schedule is based on predictive methods and mathematical tools for modeling and simulation of the system. Determining the minimum follow-up interval and reserve and spare time is part of optimizing infrastructure utilization. The optimization of these times ensures the stability and quality of the schedule which affects the level of service and the characteristics of traffic-technical and operational properties of the network. Travel modeling is used instead of a stable geographical position to model passenger traffic and determine boundaries between separate types of passenger traffic. Such an approach obliges the infrastructure manager to enable a higher maximum speed on the line by increasing the quality of infrastructure. Increasing the speed causally increases the radius of a certain area of traffic, primarily urban-suburban traffic. Defining technological procedures for the organization of transport based on time components and guidelines for developing urban-suburban transport increases the use of infrastructure and means of transport as well as the quality of service. Discrete event theory and the mathematical approach used by Petri Nets will be used to model and simulate a traffic model based on time parameters.
