Abstract
Migrantska kriza 2015. godine je pojava za čiji se uzrok smatra Arapsko proljeće 2011. godine i tamošnji neuspjeli pokušaji uspostave demokratskih režima. Fokus u ovom radu je na samom kraju migrantske rute, odnosno na jugoistočnoj granici Europske unije. Koncept rada se sastoji od dva pristupa migrantskoj krizi – humanitarnom i sekuritizacijskom. Pomoću tog koncepta cilj je analizirati razvoj politika sigurnosti granica triju država – Hrvatske, Mađarske i Slovenije. Vremenski interval u kojem se analiziraju politike sigurnosti granica je od ljeta 2015. do travnja 2016. godine. Razvoj politika sigurnosti granica tih triju država je uvjetovan i politikama drugih država na toj ruti, ali isto tako i Europskom unijom kao nadnacionalnom tvorevinom. Svaka od tri države kao jedinica analize imala je drugačiji pristup migracijskoj krizi. Prilikom razvoja politika sigurnosti granica potrebno je analizirati politički diskurs grana vlasti, kao i utjecaj medija na samu migrantsku krizu.
Abstract (english)
Migration crisis is a phenomenon for whose cause is considered Arab Spring 2011 and their failed attempts to establish democratic regimes. Focus of this paper is at the very end of migrant route, that is, at the southeastern border of European Union. The concept of this paper consists two approaches to the migrant crisis – humanitarian and securitization. This concept aims to analyze the development of border security policies of three countries – Croatia, Hungary and Slovenia. Time interval at border security policies are analyzed from summer 2015 till April 2016. The development of border security policies of these three countries is conditioned by the policies of other countries along the route, but also by European Union as supranational entity. Each of three countries as a unit of analysis had a different approach to the crisis. When developing border security policies, it is necessary to analyze the political discourse of branch of powers, as well as the impact of media on the migrant crisis itself.
