Abstract
EU fondovi su iznimno važni za hrvatsku ekonomiju i gospodarstvo. Stoga je Europski socijalni fond (ESF), prepoznat kao značajan u tom kontekstu. Politika zapošljavanja je financijski najzastupljenija prioritetna os u okviru ESF-a. Provođenjem istraživanja uz odabranu metodologiju, odnosno tematsku analizu, u radu se nastoji pružiti odgovor na pitanje: Koji faktori utječu na apsorpcijski kapacitet Europskog socijalnog fonda u Hrvatskoj?“. Temelj istraživačkog dijela rada je provođenje intervjua sa stručnjacima iz područja ESF-a i politike zapošljavanja. Provođenje intervjua je prvenstveno bilo potrebno radi nedostatka informacija na području apsorpcije financijskih sredstava. Područje apsorpcije financijskih sredstava, uzeto je za proučavanje, kako bi se uvidjelo koji su razlozi nemogućnosti potpunog iskorištavanja dobivenih financijskih sredstava. Jedna od glavnih kritika koje se ističu je uplitanje političkih prioriteta prilikom raspodjele sredstava, a ne uočavanje zapostavljenih aktivnosti, koje bi dovele do promjena na tržištu rada.
Abstract (english)
EU funds are extremely important for the Croatian economy. Therefore, the European Social Fund (ESF) is recognized as significant in this context. Employment policy is the most financially represented priority axis within the ESF. By conducting research using the selected methodology, i.e. thematic analysis, the paper tries to answer the question: What factors influence the absorption capacity of the European Social Fund in Croatia?". The basis of the research part of the paper is conducting interviews with experts in the field of ESF and employment policy. Conducting the discussion was necessary, primarily due to the lack of information in the area of absorption of financial resources, to look at the reasons for the impossibility of full utilization of the received financial resources. One of the main criticisms that stands out is the interference of political priorities during the distribution of funds, rather than the observation of neglected activities that would lead to changes in the labour market.
