In this study, the author analyzes mental health policy in Croatia through the lens of the Advocacy Coalition Framework, with a focus on the decision-making process regarding outpatient care. This topic is being approached from a political science perspective for the first time in the case of Croatia. The research focuses on identifying the actors involved in the policy-making process and thoroughly examining their interrelationships and beliefs. The author poses the following research question: Which advocacy coalitions participated in the political decision-making on outpatient care during the creation of the "Strateški okvir razvoja mentalnog zdravlja do 2030."? Data were collected through the analysis of relevant documents and semi-structured interviews with key actors and were coded according to the rules of thematic analysis. The beliefs of the actors and their views on interrelationships and collaboration are presented in accordance with the concepts of the AFC. Subsequently, based on the analysis, four groups of co-occurring codes are presented, grouping actors according to differences and similarities in their statements. The conclusion is that there are at least two advocacy coalitions, distinguishing between a coalition for deinstitutionalization and a coalition for institutional balance. It appears that all actors generally support the introduction of an outpatient care system and community-based treatment modalities. However, they differ in the extent to which they advocate for the degree of deinstitutionalization and in the choice of necessary instruments to achieve these goals.
