Abstract
Ovaj rad se bavi internacionaliziranjem pitanja autonomije i kronološki prati razvijanje i urušavanje autonomije Vojvodine i Kosova od Balkanskih ratova do proglašenja nezavisnosti Kosova 2008. godine. Povijesni kontekst daje detaljan uvid u razvoj autonomije pokrajina. Autorica postavlja tezu da je internacionaliziranje autonomije Kosova počelo već osamdesetih godina 20. stoljeća i da ga se treba promatrati skupa s borbom Kosova za punu nezavisnost. U radu je prikazana uloga koju je međunarodna zajednica imala na kosovskom putu ka nezavisnosti. Autorica otvara i pitanje legitimnosti internacionaliziranja pitanja autonomije. Uzimajući u obzir globalne trendove s kraja 20. stoljeća i dominantu ulogu SAD-a na svjetskoj pozornici, autorica zaključuje da je legitimnost internacionaliziranja pitanja autonomije stvar političke odluke više nego međunarodnog prava.
Abstract (english)
This paper is focused on the issue of teritorial autonomy for sub-state entities. In chronological order it follows the development of autonomy of Vojvodina and Kosovo from the Balkan wars to the Kosovo independence in 2008. Historical context offers a deeper insight into development of these autonomus regions. The author's main thesis focuses on the internationalization of the issue of autonomy of Kosovo which started in the 1980s. The author claims that internationalization and Kosovo's struggle for independence are two simultaneous processes. This paper shows the rolle of international community in Kosovo's path to independence. The author, also, wonders if internationalization of the issue of autonomy was legtimate. Bearing in mind global trends at the end of the 20th century and the dominant position the USA had, the author concludes that legitimacy of the internationalization is more of a political decision than the rule of international law.
