Abstract
Analiza statusa alternativnih škola u Hrvatskoj napravljena je i predstavljena u obliku diplomskog rada, a u svrhu obraćanja pozornosti na povezanost slobode i pluralizma u obrazovanju s postojanjem i državnim podupiranjem alternativnog obrazovanja. Alternativne škole, kao glavni kreatori pluralizma u obrazovanju u Hrvatskoj, postavljene su na marginu društva zbog svojeg ustroja kao organizacija civilnog društva, a ne državnih institucija. U radu se razmatraju razlozi osmišljanja obrazovnih politika koje će poticati rad alternativnih škola te mehanizmi povezivanja alternativnih škola s institucijama vlasti. Set reformi pod Novim javnim upravljanjem i Novim javnim menadžmentom, kao što su podugovaranje, su-menadžment i koprodukcija, u kombinaciji s paradigmom uokvirenog tržišta, odgovori su na pitanje kako surađivati, dok se odgovori na pitanje zašto surađivati nalaze u analizi međunarodnih ugovora i postulata Ustava RH koji ističu vrijednosti pluralizma i slobode u obrazovanju u svrhu demokratskog razvoja i napretka društva. Osim konzultacije s primarnom i sekundarnom literaturom, provedeni su dubinski intervjui s istaknutim osnivačima i zaposlenicima waldorfskih (alternativnih) škola u Hrvatskoj i Sloveniji. Povezivanje reformi donošenja javnih politika i javne uprave u pravcu suradnje s organizacijama civilnog društva i oblika alternativnog obrazovanja u Hrvatskoj, novost je u dostupnoj literaturi te je to glavni doprinos ovog rada.
Abstract (english)
The analysis of the status of alternative schools in Croatia is made and presents in the form of master thesis, with the purpose of attracting attention to the connection of freedom and pluralism in education with state support of alternative education. Alternative schools, as main creators of pluralism of education in Croatia, are put to the margins of society because of their civil society organization base in opposition to state institutions. In the paper, the reasons of building educational policies that will support the work of alternative schools are presented, together with mechanisms of connecting alternative schools with governmental institutions. Set of reforms under the name of New public governance and New public management, such as subcontracting, co-management and co-production, are the answers to how collaboration between the state and alternative schools should be achieved, while the answers to the question why to collaborate are found in international contracts but also Croatian constitution that both highlight values of pluralism and freedom of education with the higher aim of democratic and social development. Apart from reading into primary and secondary literature, in-depth interviews have been conducted with the founders and workers in Waldorf (alternative) schools in Croatia and Slovenia. Connecting reforms of public service with alternative education in Croatia is the main contribution of this paper to science.
