Abstract
Uspješna implementacija Zajedničke poljoprivredne politike u Hrvatskoj uvjetuje uspjeh cijelog procesa stvaranja ove javne politike. Za implementaciju Zajedničke poljoprivredne politike zaduženo je Ministarstvo poljoprivrede, koje osigurava suradnju i usklađen rad službenika iz različitih tijela. Podudaranje donesenih odluka i ishoda provedbe, najveći je zadatak implementacijskog procesa. Ovim radom nastoji se utvrditi u kojoj su mjeri ostvarene pretpostavke uspješne implementacije. Analizirali su se službeni dokumenti Ministarstva poljoprivrede koji govore o efikasnosti provedbe Zajedničke poljoprivredne politike. Provelo se i šest intervjua s provoditeljima, stručnjakinjama i korisnicom ove politike. Dobiveni se materijal pojednostavnio metodom kodiranja. Radom se dokazuje implementacijski deficit Zajedničke poljoprivredne politike u Hrvatskoj jer je zadovoljeno svih osam kriterija koji ukazuju na neefikasnost provedbenog procesa.
Abstract (english)
The successful implementation of the Common Agricultural Policy in Croatia is a condition for the success of the entire process of creating this policy. The Ministry of Agriculture is responsible for the implementation of the Common Agricultural Policy, which ensures cooperation and harmonized work of officials from different bodies. Matching the decisions made and the implementation outcomes is the most important task of the implementation process. This paper tries to determine the extent to which the assumptions of successful implementation have been realized. Official documents of the Ministry of Agriculture were analyzed, which indicate the efficiency of the implementation of the Common Agricultural Policy. Six interviews with executives, experts and beneficiaries of this policy were also conducted. The material obtained was simplified by the coding method. This paper demonstrates the implementation deficit of the Common Agricultural Policy in Croatia, as all eight criteria that point to the inefficiency of the implementation process have been met.
