Abstract
This thesis addresses Croatian transport policy, aiming to provide more insight in terms of differences in beliefs of rail and road sector. The predominant focus was placed on national policy actors, as main creators of Croatian transport policy, which was faced with dynamic development since the 90s. This dynamic is grounded on the fact that roads, especially highways, were much higher on the agenda, then other means of transport, including rail. The author conducted 11 interviews with prominent policy actors form both sectors, gathering the data in terms of the beliefs of each actor. Using the qualitative methodology, interviews were coded by specifically designed coding-scheme that was created based on the theory of advocacy coalitions and previous research. This led to the comparison of these two sectors beliefs, which showed differences and similarities of themes that dominate the sectors. While both sectors have similar dominant views on certain aspects, they tend to have different ones on the others. The author concludes how this shows potentially two different coalitions with two different set of beliefs, however, rail system beliefs tend to be much more comprehensive and stable, then the road ones. Further investigation is recommended, especially in terms of more interviews that should be conducted in the road sector, as well as an updated coding scheme which would include inductive codes.

Ovaj diplomski rad preispituje prometnu politiku u Hrvatskoj, s ciljem pružanja boljeg uvida u sličnosti i razlike uvjerenja željezničkog i cestovnog sektora. Glavni fokus stavljen je na nacionalne aktere, kao temeljne kreatore prometne politike, koja je doživjela dinamičan razvoj od 90-ih godina prošlog stoljeća. Ta se dinamika zasniva na činjenici da su ceste, osobito autoceste, bile puno više zastupljene na dnevnom redu, u usporedbi s drugim sredstvima prijevoza, poput željeznice. Autor je proveo 11 intervjua s istaknutim političkim akterima u oba sektora prikupljajući podatke u smislu uvjerenja svakog aktera. Kvalitativnom metodologijom su intervjui kodirani, slijedeći shemu kodiranja koja je kreirana na temelju teorije zagovaračkih koalicija i prijašnjih istraživanja. To je omogućilo autoru da izvede usporedbu i komparaciju uvjerenja unutar prometne politike. Iako oba sektora imaju slična dominantna gledišta na određene aspekte prometne politike, veća je tendencija da se teme u uvjerenjima razlikuju. Autor zaključuje kako ovo upućuje na potencijalne dvije različite koalicije s dva različita skupa uvjerenja, međutim, željeznice imaju tendenciju puno sveobuhvatnijih i stabilniji uvjerenja. Preporučaju se daljnja istraživanja, posebno u smislu više intervjua koji se trebaju provesti u cestovnom sektoru, kao i ažurirane sheme kodiranja koja bi uključivala i induktivne kodove.
