Abstract
U radu se analiziraju kvantitativni pristupi procjene štetnog utjecaja poplava na stanovništvo. Cilj rada je usporediti različite kvantitativne metode za procjenu utjecaja poplava na stanovništvo na konkretnim pilot područjima. Analizirane su i uspoređene metode DEFRA i Nizozemska standardna metoda (NSM) za proračun utjecaja poplava na stanovništvo na dva pilot područja, Bregana i općina Nedelišće. Dvije metode razlikuju se po broju ulaznih parametara, računskim parametrima kao i izraznim rezultatima. DEFRA metoda daje procjenu broja ozlijeđenih i smrtnih slučajeva, dok NSM daje samo procjenu smrtnih slučajeva. Napravljena je usporedba metoda na temelju broja smrtnih slučajeva i stope smrtnosti te analiza osjetljivosti kod dvije metode. Za pilot područja Bregane i općine Nedelišće definirani su svi računski parametri za dvije metode, a računski rezultati prikazani su tablično, grafički i na kartografskim prikazima.
Abstract (english)
The paper analyzes quantitative approaches for the assessment of the harmful effects of floods on the population. The aim of this paper is to compare different quantitative methods for estimating the impact of floods on the population in specific pilot areas. The DEFRA and Dutch Standard Method (NSM) methods for calculating the impact of floods on the population were analyzed and compared for the two pilot areas, Bregana and the municipality of Nedelišće. The two methods differ in the number of input parameters, model parameters as well as model results. The DEFRA method provides an estimate of the number of injuries and casualties, while the NSM provides only an estimate of casualties. A comparison of methods based on the number of deaths and mortality rates was made together with a sensitivity analysis for the two methods. For the pilot area of Bregana and the municipality of Nedelišće, all calculation parameters for the two methods have been defined, and the calculation results are presented in tables, graphs and maps.
