Abstract Građevinski sektor u svijetu u fazi je ekspanzije, ali je istodobno suočen s nedostatkom kvalificirane radne snage, što je pojava koja ovaj sektor prati duže vrijeme. Znanstvena istraživanja o ovoj temi identificirala su kako postoje mnogi i raznoliki uzroci ovoga problema koji se razlikuju od države do države. U ovome radu istaknuti su uzroci i posljedice nedostatka radne snage u građevinarstvu na primjerima Australije, SAD-a, Kine, Indije, Velike Britanije, Njemačke, Nigerije i Hrvatske. Pregledom literature utvrđeno je kako nedostatak kvalificirane radne snage u građevinarstvu predstavlja globalni problem. Iz toga razloga bilo je potrebno analizirati i tržište Bosne i Hercegovine (BiH), s obzirom na to da za ovu zemlju još ne postoje znanstvena istraživanja o ovoj temi. Identifikacija problema napravljena je na temelju analize kretanja broja i kvalifikacijskoga ustroja radne snage u građevinarstvu u Federaciji Bosne i Hercegovine. Iako broj zaposlenih u građevinarstvu nije značajno oscilirao između 2008. i 2017. godine, kretanja u kvalifikacijskome ustroju ukazuju na nedostatak kvalificirane radne snage. Naime, broj kvalificiranih djelatnika kontinuirano pada. Rezultati pregleda stanja u Federaciji BiH u konačnici su uspoređeni sa stanjem u Republici Hrvatskoj. Primijećene su sličnosti u trendu opadanja broja kvalificiranih djelatnika, ali i razlike u kretanjima broja nekvalificiranih djelatnika. Nakon identifikacije problema nedostatka kvalificirane radne snage u Federaciji BiH, podatci su provjereni analizom bosanskohercegovačkoga građevinskog poduzeća „Butmir“ d.o.o. Uz analizu dokumentacije i poslovanja napravljen je i intervju sa zaposlenicima poduzeća. U konačnici, nedostatak kvalificirane radne snage potvrđen je i na njihovome primjeru te su dane konkretne posljedice koje se zbog toga javljaju na gradilištima.
Abstract (english) The construction sector is in the phase of a worldwide expansion, but at the same time it is faced with a shortage of skilled labor, which is a phenomenon that follows this sector for a longer period of time. Scientific research on this topic has identified that there are many and diverse causes of this problem which differ from country to country. In this paper the causes and consequences of the lack of workforce in construction were shown on the examples of Australia, USA, China, India, the UK, Germany, Nigeria and Croatia. A review of literature found that the lack of skilled workforce in construction is a global problem. Because of these problems, it was necessary to analyze the market of Bosnia and Herzegovina (BiH), as there are still no scientific researches on this subject. Identification of the problem was made based on analyzing the changes of the numbers and the qualification structure of the workforce in the construction sector in the Federation of Bosnia and Herzegovina. Although the number of employed workers in construction has not significantly shifted between 2008 and 2017, the trends in the qualification structure indicate a shortage of skilled labor. Namely, the number of skilled workers is continuously falling. The results of the review in the Federation of BiH were ultimately compared with the situation in the Republic of Croatia. Similarities have been observed in the trend of declining number of skilled workers, but differences were noted in the number of unskilled workers. After the problem of skilled labor shortage was identified in Federation BiH, the data was verified by analyzing a Bosnian construction company, Butmir d.o.o. Besides the investigation of the companies documentation and business, an interview with their employees was also made. In the end the problem of skilled labor shortages was confirmed threw their example and concrete consequences, that occur on the construction sites, were given.
