Abstract U ovom radu pisat će se o procesu gradnje neke građevine, od same zamisli i želje investitora, preko projektiranja i gradnje, pa do upotrebe i održavanja konstrukcije. Rad započinje s objašnjenjem i osnovnim podjelama i fazama projekta. Nadalje se govori o svoj dokumentaciji koju je potrebno pribaviti u spomenutom procesu planiranja, projektiranja te gradnje i uporabe pojedine građevine. Svrha ovog rada je pobliže objasniti tu dokumentaciju. Postoje građevine za koje građevinska dozvola i glavni projekt nisu potrebni, a one su određene Pravilnikom o jednostavnim i drugim građevinama i radovima. Za ostale građevine potrebno je pribaviti lokacijsku, građevinsku i uporabnu dozvolu. Idejni projekt je uvjet za dobivanje lokacijske dozvole, dok nam glavni projekt služi kao dokaz da ispunjavamo uvjete za gradnju, odnosno potreban je za dobivanje građevinske dozvole. U radu su navedene zakonske odredbe vezane uz projekte i dozvole, prema Zakonu o prostornom uređenju i Zakonu o gradnji. Govorit će se i o digitalizaciji sustava dozvola u graditeljstvu. Opisan je način izdavanja, potrebna dokumentacija, vrijeme važenja i posebnosti za svaku pojedinu dozvolu. Ministarstvo prostornog uređenja, graditeljstva i državne imovine uvelo je jedinstveni informacijski sustav namijenjen izdavanju akata za građenje „eDozvola“. Time se omogućilo brže i jednostavnije izdavanje dokumenata potrebnih za gradnju. Postoje slučajevi kada gradnja pojedinog objekta nije u skladu sa zakonom ili je započeta bez potrebne dozvole i sl., a tada govorimo o bespravnoj gradnji. Navedene su definicije, uzroci i način prijave bespravne gradnje. Nakon uspješne gradnje građevine te početka uporabe dopuštenog ishođenom uporabnom dozvolom, preostaje i održavanje građevine. Objašnjen je proces održavanja te uklanjanja građevine u slučaju da ju je potrebno ukloniti.
Abstract (english) In this paper it will be written about the construction process of a building, from the very idea and desire of the investitor, through design and construction, to the use and maintenance of the structure. The paper begins with an explanation of the basic divisions and phases of the project. Furthermore, it talks about all the documentation that needs to be obtained in the mentioned process of planning, designing, building and using an individual building. The purpose of this paper is to explain that documentation in more detail. There are buildings for which a building permit and a main project are not required, and they are determined by the Regulations on the simple and other buildings and works. For other buildings, it is necessary to obtain a location, building and use permit. The concept project is a condition for obtaining a location permit, while the main project serves as proof that we meet the conditions for construction, i.e. it is required for obtaining a construction permit. The paper lists legal provisions related to projects and permits, according to the territorial development law and the construction law. It will also be discussed about the digitalization of the permit system in construction. The method of issuance, required documentation, validity period and special features for each individual permits are also described. The Ministry of Construction and Physical Planning has introduced a unique information system intended for the issuance of „ePermit“ building documents. This enabled faster and simpler issuance of the documents required for construction. There are cases when the construction of an indiviudal building does not comply with the law or is started without the necessary permit, etc., and then it is about illegal construction. The definition, causes and method of reporting illegal construction are listed. After the successful construction of the building and the start of use permitted by the issued use permit, the maintenance of the building remains. The process of maintaining and removing the building in case it needs to be removed is explained.
