Abstract
Glavni fokus ovog rada je primjena višekriterijske analize (VKA) u gospodarenju građevnim otpadom. Višekriterijska analiza (VKA) je proces odlučivanja o određenoj problematici, u ovom slučaju odnosi se na gospodarenje otpadom kako bi se zadovoljio cilj uz promatrane kriterije radi prihvaćanja alternativnog rješenja. Gospodarenje otpadom podrazumijeva sveobuhvatnu politiku koja je nadovezana uz otpad, od određivanja vizije, ostvarivanje te vizije preko strategije i planova do zakonskog, organizacijskog i financijskog uređenja cjelokupnog sustava i politike razvoja. Sistem gospodarenja otpadom mora biti cjelovit i učinkovit da bi ciljevi održiva razvoja bili postignuti. Kod gospodarenja otpadom najčešće korištene metode višekriterijske analize su ELECTRE, PROMETHEE, AHP, TOPSIS i SAW. Cilj ovog diplomskog rada je odabir najpovoljnije lokacije za gospodarenje građevnim otpadom i građevnim otpadom koji sadrži azbest na području Primorsko-goranske županije. Spomenute lokacije odabrane su primjenom dviju metoda VKA, AHP i SAW. Dana je usporedba rezultata sa stručnom studijom "Zbrinjavanje građevnog otpada i građevnog otpada koji sadrži azbest u Primorsko-goranskoj županiji". U obzir je uzeto ukupno 14 potencijalnih lokacija na području Primorsko-goranske županije. Kao najbolje lokacije odabrane su Sabljići i Duplja.
Abstract (english)
The main focus of this paper is the application of multi-criteria analysis (MCA) in the management of construction waste. Multi-criteria analysis (MCA) is a decision-making process of a certain issue, in this case it concerns with waste management so that it could meet the objectiveas well as the observed criteria in order to adopt the alternative solution. Waste management implies a comprehensive policy that goes hand in hand with the waste, from defining the vision, achieving that vision through strategies and plans to legal, organizational and financial regulation of the overall system and development policy. The waste management system must be comprehensive and effective in order to achieve the goals of sustainable development. Regarding the waste management the most frequently used multi-criteria analysis methods are ELECTRE, PROMETHEE, AHP, TOPSIS and SAW. The aim of this thesis is to select the most suitable site for the management of construction waste and asbestos-containing construction waste in the Primorje-Gorski Kotar County. The sites were selected using methods VKA, AHP and SAW. A comparison of these results with the expert study "Disposal of construction waste and asbestoscontaining construction waste in Primorje-Gorski Kotar County" is presented. A total of 14 potential locations in the Primorje-Gorski Kotar County were considered. Sabljići and Duplja were selected as the best locations.
