Abstract U radu su analizirani trendovi kretanja nasilja nad okolišem u Hrvatskoj, Sloveniji i Srbiji. Za Hrvatsku i Srbiju podaci su prikazani u periodu od 2008. do 2015. godine, dok je za Sloveniju prikazan period od 2007. do 2012. godine. Koristeći se službenim statističkim podacima, metodom vremenskih serija te relativnim stopama promjene, utvrđeni su trendovi kretanja kaznenih djela protiv okoliša u navedenim zemljama u promatranom razdoblju. Istraživanjem se potvrdilo da u Hrvatskoj u razdoblju od 2008. do 2015. godine ima najviše kaznenih djela mučenja/ubijanja životinja. Protumačen je i prosječan godišnji pad broja kaznenih djela protuzakonitog lova. Može se primijetiti da je kod svih kaznenih djela zabilježena stopa pada. Međutim, najveća stopa pada broja kaznenih djela ističe se u kategoriji kaznenih djela protupravne gradnje. Analizom podataka za Srbiju, utvrdilo se da je kazneno djelo šumske krađe u promatranom razdoblju najbrojnije među kaznenim djelima protiv okoliša. Sukladno linearnom trendu, zabilježen je prosječan godišnji porast broja šumskih krađa. Također, u Srbiji je u promatranom razdoblju zabilježen pad kaznenih djela pustošenja šuma i protuzakonitog ribolova. Promatrajući sveukupne rezultate za Sloveniju, u promatranom razdoblju, dolazi do povećanja u ukupnom broju kaznenih djela u 2012. godini u odnosu na 2011. godinu. Najveći broj kaznenih djela u Sloveniji zabilježen je u kategoriji kaznenih djela koja se odnose na gospodarenje otpadom. U istoj kategoriji zabilježen je i trend rasta kaznenih djela. U kategoriji onečišćenja vode, za Sloveniju je zabilježen trend pada broja kaznenih djela, osim u 2012. godini kada je ponovno došlo do porasta broja kaznenih djela. Uvidom u trendove kretanja kaznenih djela protiv okoliša svaka zemlja može dobiti uvid u stanje u vlastitoj zemlji i prema tome oblikovati daljnje nacionalne strategije na lokalnoj razini, a onda ih kasnije uskladiti s odredbama Europske unije, što je krajnji cilj zemalja članica (u ovom slučaju Hrvatske i Slovenije), ali i zemalja koje se službeni kandidati za pristupanje Europskoj uniji (u ovom slučaju Srbija).
Abstract (english) In this paper are analyzed trends of violence against the environment in Croatia, Slovenia and Serbia. For Croatia and Serbia data are presented for the period from 2008 to 2015, while for Slovenia are shown for the period from 2007 to 2012. Based on the official statistics and using the method of time series and their relative rates of changes, trends of the movement of criminal offences against the environment are determined in the observed period. The research confirmed that in Croatia in the period from 2008 to 2015 has the most criminal acts of torture / killing of animals. Also, it was interpreted the average annual decrease in the number of criminal acts of illegal hunting. It may be noted that for all offenses is recorded a rate of decline. However, the largest rate of decline in the number of criminal offenses, according to a category of offenses, is the illegal construction. The analysis of the data for Serbia, determine that the criminal offence of theft of forest in the observed period the most numerous among the criminal offences against the environment. In accordance with the linear trend, recorded an average annual increase in the number of forest theft. Also, in Serbia, in the observed period recorded a decline of criminal acts of devastation of forests and illegal fishing. Observing the overall results for Slovenia, in the observed period, there is an increase in the total number of crimes in 2012 compared to 2011. The largest number of criminal offenses in Slovenia was recorded in the category of criminal offenses related to waste management. In the same category was recorded growth trend of criminal offences. In the category of water pollution, for Slovenia is noted the trend of decline in the number of criminal offences, except in 2012 when there has been an increase in the number of offenses. By examinig trends in the movement of criminal offences against the environment, each country can gain insight into the situation in their own country and thus shape the further national strategy at the local level, and then synchronize them later with the provisions of the European Union, which is the ultimate goal of the Member States (in this case the Croatian and Slovenia), but also countries which are official candidates for EU accession (in this case Serbia).
