Abstract
Fiskalna i monetarna politika moraju djelovati u skladu s ekonomskim metodama i pravilima kako bi se ostvarili najrelevantniji makroekonomski ciljevi neke države poput pune zaposlenosti, stabilnosti cijena te općenito gospodarski rast. U razdobljima financijske krize brojne zemlje imaju posljedice glede financijske i gospodarske disproporcije koja se zasniva na ekonomskim pokazateljima poput smanjenja stope izvoza, zaposlenosti ili deprecijacije domaće valute čime se općenito smanjuje konkurentnost na tržištu što je posebno ostavilo traga u hrvatskom gospodarstvu. Ove dvije makroekonomske politike trebale bi predstavljati temelj za održivi razvitak cjelokupnog gospodarstva svake zemlje. Fiskalna politika takav razvitak treba potaknuti sa kvalitetnom poreznom politikom u kojoj će se ostvarivati ravnoteža između osobne i javne potrošnje, a monetarna politika održavanjem optimalne količine novca u optjecaju. Sve većim poreznim nametima i zaduživanjem na financijskim tržištima fiskalna politika posebice u RH-a je znatno opteretila fiskalni sustav koji je ostavio negativne učinke na gospodarski rast i razvitak uz relativnu stabilnost monetarne politike. Stoga se postavljaju ključna pitanja: Kako spriječiti neefikasno provođenje ovih makroekonomskih politika koje upravo potiču nastanak recesije osobito u slabo razvijenim zemljama?, Kako poticati makroekonomsku ravnotežu? (rast zaposlenosti, stabilnost cijena te opći gospodarski rast). Na koji način HNB utječe na ove politike te kako provesti njihovu efikasnu koordinaciju? Analiza ove problematike detaljnije će se obraditi u nastavku rada.
Abstract (english)
Fiscal and monetary policy must work in accordance with economic methods and rules in order to achieve the most relevant macroeconomic goals of a country, such as full employment, price stability and overall economic growth. In times of financial crisis, many countries have consequences in terms of financial and economic disparities based on economic indicators such as declining export rates, employment or depreciation of the domestic currency, which generally reduces market competitiveness, which has left a mark on the Croatian economy. These two macroeconomic policies should form the basis for the sustainable development of each country's overall economy. Fiscal policy should be driven by such a development a quality tax policy that will strike a balance between personal and public spending, and monetary policy by maintaining the optimum amount of money in circulation for the orderly functioning of the economy. With increasing tax levies and borrowing in the financial markets, fiscal policy in particular in the Republic of Croatia has put a heavy burden on the fiscal system, which has had negative effects on economic growth and development with the relative stability of monetary policy. Therefore, the key questions are: How to prevent the inefficient implementation of these macroeconomic policies that are precisely fueling the recession, especially in underdeveloped countries? How does the CNB influence these policies and how to implement their effective coordination? An analysis of this issue will be discussed in more detail in the next section.
